Job Description

Roles & Responsibilities

Leadership:

  • Lead the effective achievement of AAI section area to maximize subordinate and sectional performance by managing performance, recruiting and maintaining qualified staff, setting individual objectives, developing and motivating staff and providing formal and informal feedback and appraisal.
  • Assist the line manager in implementing the change management programs to drive continuous improvement of functional systems, processes and practices taking into account international best practice .
  • Manage the planning and implementation of operational objectives, and meet the targets and insure that the targets are met inefficiently and effetely.
  • Lead and manage the team members of the business units by instilling the values of the Corporate Path which is including setting individual objectives, selecting qualified staff, monitoring performance, provision feedback, in order to maximize subordinate and performance.

Safety Management program:

  • Manage the Safety Management System that monitors and ensures that ANS has a comprehensive safety management system in line with ANS strategic goals and GCAA Audit and Risk Management.
  • Manage effective Safety Risk management to ensure hazard identification, safety risk assessment and mitigation.
  • Manage effective Safety Assurance to ensure safety performance, management of change and continuous improvement of the SMS.
  • Develop and manage the implementation of an effective and comprehensive Safety Training Program to ensure all staff is safety trained at the required level.
  • Develop and manage the implementation of effective and comprehensive Safety Promotion to ensure dissemination and communication of safety-related feedback to all staff.
  • Review and maintain SMS Manual as well as supporting procedures.
  • Monitor safety performance in normal operations to ensure safe and efficient operations.

Investigation Management:

  • Manage investigation of the reportable occurrences and incidents in compliance with all applicable rules and regulations.
  • Provide technical expertise and play an advisory role in the event of rapidly occurring events.
  • Gather data, document time lines, analyse facts and human performance limitations, draw conclusions, identify causal and contributing factors and propose appropriate safety recommendations.
  • Manage and conduct safety & trend analysis and ensure any major safety non-conformities or concerns are highlighted immediately and remedial action is proposed.
  • Liaise with ANS Departments / Sections to ensure remedial training and corrective/preventative actions are carried out.
  • Prepare Middle East Regional Monitoring Agency (MIDRMA) reports of Large Height Deviation (LHD s) and Coordination failures as required
  • Manage and support in ensuring all SZC staff connected with an incident to have access to the Critical Incident Stress Management CISM or professional occupational health counselling

Policy and Procedures:

  • Review, assess and update ANS Safety policies, procedures and operations manuals to ensure compliance with Civil Aviation Regulations ans with required safety standards / guidelines.
  • Manage technical inspection policies and procedures to ensure consistency in program implementation.
  • Manage and maintain Crisis Management Committee (CMC) Policy and related Emergency Response Plan and Contingency Plan.

Audit Programs:

  • Manage and review regularly safety audit and internal safety audit programs to assure Compliance with safety programs (ICAO, CARs, SMS) in conjunction with ANA and take corrective action as required.
  • Review and monitor the implementation of safety recommendations by the business unit

Safety promotion:

  • Review and manage the implementation of an effective and comprehensive Safety Promotion program to ensure dissemination of safety related feedback to all staff.
  • Manage the incident debriefing / counselling sessions and awareness workshops/sessions to ATCOs
  • Provide feedback and lessons learnt from investigation outcome

Desired Candidate Profile

Fully qualified ATCO or a bachelor degree and 7 years experience in a Safety function, or a Masrter s degree with 5 years experience, or as defined in the federal JD matrix.

A degree in Safety Management with good knowledge and skills in safety audit and Government regulations on operational safety is preferable.
