Job Description

Roles & Responsibilities

  • Act as a strategic partner to the HSSE Manager by planning, coordinating, implementing, and monitoring HSSE policies, procedures, and corporate initiatives, ensuring alignment with business objectives, UAE regulatory requirements, and international standards.

  • Lead and manage the HSSE team through effective supervision, workforce planning, attendance and roster management, coaching, performance feedback, and timely escalation of operational or compliance risks.

  • Coordinate proactively with internal departments, contractors, and clients on all HSSE matters, and represent the function in pre-job briefings, risk review sessions, planning workshops, and client meetings.

  • Ensure full compliance with company policies, UAE legislation (MOHRE, Civil Defence, Environmental Regulations), client-specific requirements, and international management systems such as ISO 14001 and ISO 45001, including execution of routine and ad-hoc audits and inspections.

  • Develop, implement, and continually improve HSE plans, Hazard Identification & Risk Assessments (HIRA), Job Hazard Analysis (JHA), and proactive hazard anticipation programs, ensuring effective mitigation measures and risk controls are in place.

  • Own and maintain critical HSSE systems and databases, including Risk Registers, MSDS/Chemical Inventory, ASR/AFR metrics, Safety Scoring Systems, and environmental and safety performance indicators.

  • Prepare and deliver accurate Daily, Weekly, and Monthly HSSE reports, dashboards, safety statistics, audit outcomes, and trend analysis for UAE operations and senior management review.

  • Lead investigations of accidents, incidents, near misses, and unsafe acts; ensure root cause analysis, corrective and preventive actions, timely report closure, and communication of lessons learned across the organization.

  • Drive the implementation of safety programs, campaigns, and environmental action plans, supporting continuous improvement, sustainability goals, and a strong safety-first culture.

  • Plan and conduct HSSE training programs, including inductions, toolbox talks, emergency response drills (fire, evacuation), behavioral safety observations, and awareness campaigns.

  • Provide first aid and emergency medical support when required, ensuring emergency response systems, preparedness, and onsite readiness are maintained at all times.

  • Monitor and influence safety behaviors through audits, inspections, safety sampling, and leadership engagement, fostering workforce ownership and accountability for HSSE performance.

  • Ensure HSSE and security compliance across offices, factory, and premises, including implementation of newly approved policies, procedures, codes of practice, and standards.

  • Stay current with changes in UAE HSSE legislation and industry best practices, proactively advising the HSSE Manager on regulatory updates and compliance implications.

  • Support department heads and supervisors in executing their HSSE responsibilities and drive the timely closure of non-conformances (NCs) and violations raised during audits or inspections.

  • Undertake special assignments, compliance projects, and ad-hoc HSSE initiatives as directed by management.

Desired Candidate Profile

  1. Education & Certification: Bachelor’s degree with recognized HSE certifications (NEBOSH, OSHA, ISO 45001/OHSAS 18001); Master’s degree preferred.

  2. Experience: 4–7 years of progressive HSSE experience in the UAE, with strong exposure to industrial/factory environments.

  3. Regulatory Expertise: In-depth knowledge of UAE HSE regulations (DM, DCD), UAE Fire & Life Safety Code of Practice, NFPA standards, and NEBOSH principles.

  4. HSSE Leadership: Develop, implement, and monitor HSSE strategies, policies, and frameworks aligned with local and international standards.

  5. Compliance & Risk Management: Ensure statutory compliance, conduct audits and risk assessments, and drive continuous improvement across operations.

  6. Stakeholder Management: Effectively manage external service providers and build strong HSE awareness and safety culture organization-wide.

  7. Professional Skills: Proactive, tactful, and ethical leader with strong reporting, analytical, and advanced computer skills; able to work independently and lead teams.
