Roles & Responsibilities

The Buyer – Civil Infrastructure is responsible for the end-to-end procurement process for civil and infrastructure projects, ensuring materials, equipment, and services are purchased in line with project specifications, budget, and schedule requirements. The role requires strong negotiation, supplier management, and coordination skills to support project execution efficiently and cost-effectively.


  • Manage the procurement of civil and infrastructure materials, equipment, and subcontracted services in line with project needs and company policies.
  • Prepare and issue Request for Quotations (RFQs) and evaluate supplier bids for technical and commercial compliance.
  • Negotiate pricing, terms, and delivery schedules with vendors to achieve optimal cost savings and timely supply.
  • Develop and maintain supplier relationships to ensure quality, reliability, and continuous improvement.
  • Coordinate with Project Managers, Engineering, and Construction teams to ensure material specifications and delivery requirements are met.
  • Ensure all procurement activities are compliant with company standards, ethical practices, and local regulations.
  • Monitor and expedite purchase orders to meet project timelines.
  • Maintain accurate procurement records and documentation in the ERP system (e.g., Oracle, SAP, etc.).
  • Participate in vendor performance evaluation and qualification processes.
  • Support cost control and reporting by providing procurement updates and market analysis.

Desired Candidate Profile

  • Bachelor’s degree in civil engineering, Supply Chain Management, or a related field.
  • 5–8 years of procurement experience in civil infrastructure or construction projects (roads, bridges, utilities, precast, etc.).
  • Strong understanding of civil materials, equipment, and subcontracting practices
  • Familiarity with FIDIC and other standard contracting procedures
  • Experience with ERP procurement modules (e.g., Oracle, SAP)
  • Strong negotiation and communication abilities
  • Excellent analytical, coordination, and reporting skills
  • Ability to work under pressure and manage multiple priorities
  • Experience with large EPC or infrastructure companies in the GCC region
  • Knowledge of local and international suppliers in civil infrastructure
