Job Description
Roles & Responsibilities
Parsons is seeking an experienced Commercial Manager to oversee the financial health and contractual integrity of a flagship Giga-project in Riyadh. In this role, you will act as the vital link between project delivery and financial viability, ensuring that one of the world's most ambitious infrastructure developments remains profitable, compliant, and on track.
You will join a multidisciplinary "Delivery Partner" team, navigating complex Design-Build environments and managing high-value contract portfolios that define the future of the Kingdom.
What You Will Be Doing
Financial Guardianship: Oversee all commercial reporting, including cost planning, budgeting, cash flow forecasting, and Earned Value Analysis (EVA).
Contractual Leadership: Administer complex contracts (FIDIC, NEC, or bespoke), ensuring full adherence to contractual obligations and KSA procurement laws.
Risk & Mitigation: Proactively identify contractual and financial risks early in the project lifecycle and develop robust strategies to protect both Parsons' and the Client's interests.
Claims & Disputes: Lead the assessment, negotiation, and resolution of significant variations, change orders, and potential disputes.
Stakeholder Interface: Act as the primary commercial point of contact for the Client, government authorities, and major subcontractors to drive value optimization.
Team Development: Mentor and lead a team of Quantity Surveyors and Cost Engineers, fostering a culture of professional integrity and technical excellence.
Desired Candidate Profile
Experience: A minimum of 15 years of progressive experience in commercial management, specifically on large-scale global engineering or mega-construction projects.
Regional Expertise: Essential experience working in the Middle East (GCC), with a deep understanding of Saudi Arabian regulatory frameworks and Vision 2030 project dynamics.
Education: Bachelor s degree in Quantity Surveying, Commercial Management, or Civil Engineering.
Chartered Status: Professional registration with Chartered Status (e.g., MRICS, FRICS, or equivalent) is highly preferred.
Contractual Mastery: Expert-level knowledge of FIDIC forms and experience with various project delivery models (DB, DBB, PMC).
Communication: Exceptional English verbal and written skills; ability to present complex financial data to C-suite executive leadership.
