Roles & Responsibilities

CARE, in partnership with The Lotus Flower (TLF), is implementing a project in Mosul that supports women to start and grow small, climate-responsible businesses through mentorship, awareness sessions, and in-kind support.

To ensure the project remains relevant and grounded in community realities, CARE will conduct an integrated study combining a rapid assessment and a structured analysis . This study will identify what enables or prevents women from engaging in income-generating activities, how family and community views influence participation, and what livelihood and protection services currently exist in Mosul.

Findings will directly inform project activities including mentorship, in-kind support, awareness efforts, and advocacy materials.

2. Purpose of the Study

The study aims to:

  • Identify key social, economic, and structural factors that affect women s participation in small-business or livelihood activities.
  • Document real experiences and lessons learned from women already supported by CARE and TLF.
  • Map available livelihood and protection services, identifying existing gaps and opportunities.
  • Provide clear, actionable recommendations to strengthen mentorship, awareness, and advocacy activities.

3. Scope of Work

The consultant will:

  • Review existing reports and studies on women s livelihood participation and service availability in Mosul and Ninewa.Collect new data through surveys, Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs) with:
  • Women currently supported by CARE and TLF.
  • Women not yet engaged in livelihood activities.
  • Male family members, community leaders, and relevant local stakeholders.

Analyze findings to identify the most significant barriers and enablers.

Develop recommendations that can be used to improve mentorship, in-kind support, and awareness interventions.

The consultant will determine the exact number of FGDs, KIIs, and survey participants during the inception phase, based on feasibility and field realities.

Deliverables and Timeline (1-Month Assignment)

Week 1: Methodology, sampling plan, tools, and work schedule

Week 3: Draft Study Report, Findings from desk review and fieldwork.

Week 4: Validation Meeting, Presentation of key results and recommendations to CARE and TLF.

Final Report Submission, Integrated analysis with clear, practical recommendations.

Two Advocacy Briefs, 3 4 page summaries highlighting priority findings for stakeholders.

5. Methodology

The consultant should propose a clear and practical approach combining:

  • Desk review of existing information from a variety of secondary sources.
  • Primary data collection through FGDs, KIIs, and short surveys.
  • Analysis linking economic participation with family, social, and protection factors.
  • Ethical safeguards ensuring informed consent, confidentiality, and respectful engagement.

6. Duration and Level of Effort

The total duration is four (4) weeks from the contract start date. The work is expected to take around 20 25 working days, including data collection, analysis, validation, and reporting. Fieldwork will take place in Mosul with support from CARE and TLF staff.

Desired Candidate Profile

Minimum 5 7 years of experience conducting social or economic assessments.

Proven experience using both qualitative and quantitative research tools.

Strong analysis and report-writing skills.

Good understanding of Mosul or Ninewa context.

Fluency in English and Arabic
