The Water Innovations Technology (WIT) project is a 5-year $35 million USAID-funded program designed to increase water conservation in Jordan. Jordan has one of the lowest levels of water availability per capita in the world. Renewed action is required to make better use of existing water resources due to economic, population, and climate pressures. The WIT project will contribute to the overall objective of conserving water in Jordan, through the adoption and proven water-saving technologies and techniques, by achieving three integrated outcomes: 1) Water conserving technologies and behavior changes are adopted at the agricultural, community and household levels; 2) Access to financing for adoption of water conservation technology is improved; and 3) Institutions strengthened to support water saving technologies. WIT partners include International Water Management Institute (IWMI) and International Center for Bio- saline Agriculture (ICBA)
Purpose/Project Description:
WIT project has completed a Market Assessment and Intervention Strategy in August 2017, after the submission of the Activity Monitoring, Evaluation, and Learning Plan (AMELP). This Market Assessment led to changes in the project design and new Results Chains with associated indicators. These updates have been reflected in AMELP and there have been quite some major changes on indicators and targets. The revised AMELP includes 21 indicators. The consultant will work closely and support WIT MEAL manager produce monitoring and evaluation tools and standard operation procedures for the project indicators.
The Consultant will:
• Review the AMELP including the approved Performance Indicators Reference Sheets (PIRS);
• Develop Standard Operation Procedures (SOPs) for each indicator;
• Develop Monitoring and Evaluation (M&E) tools for each Indicator;
• Review the WIT Water Account Plan prepared by IWMI to make sure that the M&E tools include all recommendations from the Plan;
• Review the WIT Collaboration, Learning and Adaptation (CLA) and the Yr. 2 Learning agenda prepared by IWMI; Make recommendations on possible additional learning pathways with partners on priority M&E topics;
• Scope the needs for the WIT M&E database and prepare a database structure;
• Finalize the M&E data flow;
• Present findings to WIT Team.
The Consultant will submit:
• Standard operating procedures (SOP) of all WIT indicators
• Monitoring and Evaluation tools for all WIT indicators. Developing relevant tools for building out internal process in accordance with USAID requirements
• Memo on learning pathways;
• M&E database scope and structure;
• M&E data flow chart;
• Trip report with recommendations.
Timeframe / Schedule:
The anticipated length of this consultancy is approximately 21 days. The consultancy should start early April 2018. A final timeline will be developed in consultation with Mercy Corps/ WIT project at the beginning of the consultancy to establish deadlines for submission of the deliverables.
The Consultant will report to: DCOP and M&E Manager
The Consultant will work closely with:
WIT MEAL Manager, M&E staff, team leaders and WIT partners as needed.
Required Experience and Skills:
• 8-12 years of experience designing M&E strategies, systems, and / or frameworks
• Experience on USAID Funded projects required
• Successful experience in developing learning and capacity development tools for M&E
• Experience designing internal and external processes for M&E
• Experience in coaching or mentoring staff or partner organizations
• In-depth knowledge of key MEAL topic areas, such Data Quality Assessment (DQA), training pre- and post-tests, and beneficiary accountability
• Direct experience in coaching project teams through the process of setting-up M&E systems
• Experience in developing M&E databases
• Knowledge of the Middle East context and constraints on water related topics (or similar conflict contexts) preferred
• English fluency required; Arabic language skills are added advantage
