To set up a detailed overall plan for organizational benchmarking
To prepare a list of best organizations similar in functions to the Organization with rationale.
To map between the Organization functions and Value Chain and the best-implemented practices in the global market.
To prepare a list of areas with respect to time, cost and quality that can be benchmarked and prioritized based on the complexity, all with business cases that are approved across various levels
To prepare List of Policies, Processes, Practices and technology improvement solutions. All with business cases that are approved across various levels
To prepare the Benchmarking roadmap for five (5) years: a. External - outside Qatar;b. National - Inside Qatar
To prepare Benchmarking Analysis Report (Including business cases, slides, excel sheets with calculations, all templates, analysis and recommendations)
To conduct Knowledge Management sessions for all the concerned Departments to adopt the benchmarking practice and methodology a. Awareness Sessions; b. Trainings;c. Lessons Learnt database
To Recommend Change Management methodologies with the benefits of each methodology and business case, including: a. Change Management Methodology; b. Change management implementation; c. Training Planning & Quality Department staffon Change Management methodologies and how to implement the change management methodologies
Detailed activities shall include, but not limited to:
Definekey parameters for Benchmarking the performance and efficiency for Construction, Operations and Maintenance of; Highways, Roads, Drainage and Buildings at the Organization.
Propose outcome KPIs for the Core Businesses in terms of Cost, Time and Quality
Identify top 3 best in class global Infrastructure Organizations for benchmarking with detailed reasoning of relevance to each activity to the Organization and carryout Value Chain Analysis.
Shall prepare and facilitate Memorandum of Agreements, meetings and visits with the identified Organizations (International & Regional) for facilitating benchmarking, whilst adhering to all the protocols and regulations of the Stateof Qatar and Internal ones as required.
Analyze and prioritize the gaps based on impact to the outcome KPI
Propose initiatives and action plans to bridge the gaps. Each initiative and action plan identified shall be supported by a detailed analysis and business case interm of time and cost saving, quality improvements, productivity improvements,controls enhancement and safety improvement and organizational and business readiness.
Define process and technology improvement solutions for the Organization
Conduct Stakeholder discussions, along with the Organization staff, identified in the Infrastructure Organizations study to understand and map the requirements.
Shallhave knowledge of accessing data through American Productivity & Quality Center (APQC).
MMUP/ UPDA certification is preferred.
