As the successful candidate you should hold a bachelors' degree in engineering. A Master degree and related certification(s) (e.g., PE, PMI, PMP, and Quantity Surveying/Surveyors Institutes) are highly desirable.
You will have a minimum of 12 years' experience in heavy industrial capital projects with diverse experience in engineering, procurement and construction with an emphasis on estimating. It is highly desirable if some of the experience years were devoted to oil and gas, petrochemical, refinery, pipeline, or power generation projects.
You will be familiar with computer/software estimating programs (e.g., Oracle).
You will have knowledge of project management and construction practices, including materials and equipment.
Provide professional expertise and high level consultation in the resolution of complex estimating problems.
Duties & Responsibilities:
You will perform the following:
Review Contractors' estimates for projects including analyzing work activities, manpower and productivities and other cost factors.
You will lead the development, review, analysis, and evaluation of costs related to contractor's claims.
Provide special studies related to current and/or long range impacts, such as cost escalation and productivity.
Establish and implement Project cost estimating database for benchmarking and reference.
Identify potential cost risk events and evaluate related cost impact.
Coordinate with commercial to obtain local market quotes and trend to estimate cost for any variations or additional works.
Provide budget and conceptual estimates for projects.
Travel to jobsites to gather information on materials needed, labor needed and other factors.
Work effectively with other organizational teams as part of preparing/reviewing estimates.
Keep current with developments in the estimating and cost engineering fields, and with construction practices and trends worldwide, with emphasis on Saudi Arabia.
