JOB CONTEXT :
Egypt is obviously an absolutely fascinating country, with very interesting and inspiring challenges and opportunities for action, from broader development opportunities to some more humanitarian responses. Since the Arab Spring revolution that ousted President Mubarak, the situation in the country has being characterized by a lot of confusion. Since then, the country is back to certain stability with support of the international community but is also facing major economic challenges with ongoing restructuration of its money and economic systems and major administrative burden.
Within the Middle East Regional Programme, the Egypt mission counts now almost 6 projects. All the projects developed are currently targeting disability issues for Egyptian population and are multi annuals ones. The Middle East RPF 2015-2019 aims at continuing developing actions in Egypt in the frame of social, economic and health domains for the PWDs but also to develop actions on migrations and refugees crisis with a broader target on vulnerability. The context evolution with the authorities will also push the mission for more direct intervention with partnership challenges to face.
The position comes under the line management of the Regional Programme Director and works closely with the Regional Technical Team, based in Amman, Jordan.
As Country Manager, you manage the HI team in Egypt. It requires frequent movement among the current and possible projects locations, currently in the South (Upper Egypt, Assiut and Qena Governorates).
Within the framework of the HI Middle East Programme, you are in charge to strategically adjust - with the regional office, the position of HI in Egypt in regard to the type of intervention, the targeted groups and the partnership relations.
In this framework, as new Country Manager you will:
Ensure the organisation s representation in the country for the integral mandate of HI
Contribute actively to the implementation, expansion and adjustment of the 2015-2019 strategy for the region.
Manage the drawing up of the annual mission Action plan
Develop your mission s operational framework and manage its implementation
Actively contribute to achieving HI strategic and operational goals in Middle East
You hold an advanced degree in humanitarian, development or any relevant matter
You have at least 5 years of experience in international humanitarian, development or post crisis environments,
You have proven and successful experiences in mission building and development
You have experience of security management
You have strategic managerial skills and strong analytical skills
You own strong team management skills and have good interpersonal skills
You have advanced writing capacities in English and good communication skills
You master Project Programing, Monitoring and Evaluation
You are very positive, constructive and have a dynamic personality

Length of the contract : 2 years
Employee status, according to experience :
- Salary from X gross/month regarding the experience of the candidate
- Perdiem : 458 net/month
- Insurances : medical hearth coverage, retirement planning, repatriation
- Paid holiday : 25 days per year
- R&R : 1 day per month
- Status : this position is open to couples and/or families
- Housing : individual taken in charge by Handicap International
