Provides management and oversight to the Qatar- Base Operations Support Services (Q-BOSS) program.  Ensures contract personnel, to include subcontractors, are trained, qualified, certified and licensed as may be needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the Performance Work Statement (PWS).




Provide resources and management to establish and maintain mission success in the areas of:

Public Works Support

Architecture & Engineering Support

Logistics Support

Community Services (MWR) Support

F&ES Response/Operations

Troop Medical Clinic Operations

Quality Control Management

Safety Management

Production Control Management

Environmental Management

Administration of Vectrus Policies and Standing Operating Procedure.

Assist the Program Manager (PM) in the overall management and operation of the Base Operations Support Services.

Work closely with PM to ensure all briefings and presentations to the Government, such as Award Fee presentation, Lead COR meetings, weekly Commanders meetings ensuring accurate, timely and meet Government needs.

Advise PM on Human Resource, Finance and Contracts matters.

Interface closely and maintain open dialogue with Middle East Support Office, Army Area Support Group, and the Regional Contracting Command. Communicate to resolve issues and determine best business solutions.

Oversee all Six Sigma Greenbelt projects to ensure continuous process improvement.

Manage and directly supervise all functional aspects of three directorates and one Site operation:

Community Services Directorate (CSD)

Logistic Support Directorate (LSD)

Public Works Directorate (PWD)

CAS- South Site

Work with Directors and Site Manager to ensure all work required in the performance of the current Base Operations Support Services program is carried out in accordance with the PWS, meeting or exceeding customer performance expectations.

Establishes procedures and guidelines (Internal Operating Procedures (IOPs) for management personnel to effectively perform in accordance with the PWS.

Works in concert with the customer, Quality Manager and PM, set performance metrics and measure efficiency to those metrics.

Performs PM duties during the PM’s absence.

Environmental Factors: Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

Desired Candidate Profile

Education/Certifications : One year related experience may be substituted for
one year of education, if degree is required.
Bachelor s Degree
Experience :
Must possess at least three years
senior level management. Preferred background in
military installation base support/infrastructure management. The following
training/certifications are preferred: PMP Certification from the Project
Management Institute, Six Sigma Green Belt Certification and EVMS
Skills :
• Ability to establish and maintain a positive and professional working relationship with all site individuals
• Is a strong team player and willing to assist others when necessary and appropriate
• Maturity, professionalism and excellent English communication skills, both verbally and in writing
• High energy, developed interpersonal skills and a strong work ethic
• Detail-oriented with an ability to synthesize complex analysis and approach new challenges
• Demonstrated proficiency in research, highly technical equipment and engineering.
• Excellent hands on abilities with strong technical skills
• Ability to prioritize responsibilities to handle a demanding workload
•Must have an excellent understanding of safety directives and polices regarding the operation of equipment
•Basic proficiency i n Word, Excel, and Outlook applications
•High-level organizational and planning skills, to manage workflow efficiently and accurately
•Ability  read, analyze and interpret reports and documents
• Senior level leadership/management skills
•Problem Solving Skills
•An understanding of Contract Management
•An understanding of Finance Management
Will have direct oversight of technicians engaged in preventative and corrective maintenance activities of all Solar Light Sets.
