Job Description

Roles & Responsibilities

Strategic Procurement Management:

  • Develop and implement a comprehensive procurement strategy to ensure cost-effective sourcing of goods, services, and equipment for academic and administrative departments.
  • Establish procurement policies and procedures in compliance with university guidelines, government regulations, and industry best practices.
  • Oversee and enhance digital procurement systems to improve efficiency and transparency.
  • Ensure procurement activities align with the university s sustainability goals and ethical sourcing principles.

Supplier & Vendor Management:

  • Identify, evaluate, and establish relationships with reliable suppliers and service providers to support academic programs, research initiatives, and campus operations.
  • Negotiate contracts, pricing, and service agreements to secure the best value for the university.
  • Conduct vendor performance assessments and manage supplier risk to ensure quality and reliability.
  • Develop long-term strategic partnerships with key suppliers and service providers.

Financial & Cost Control:

  • Develop and manage the university s procurement budget, ensuring cost-effective spending while maintaining quality standards.
  • Analyze procurement expenditures and implement cost-saving strategies across university departments.
  • Work closely with finance and budget offices to ensure alignment between procurement activities and financial planning.
  • Track and report procurement savings, cost avoidance, and efficiency improvements.

Compliance & Risk Management:

  • Ensure all procurement activities comply with university policies, accreditation standards, and government regulations.
  • Implement and monitor ethical procurement and fair competition practices.
  • Mitigate supply chain risks by developing contingency plans for critical goods and services.
  • Ensure proper documentation and record-keeping of all procurement activities for audit and reporting purposes.

Campus Operations & Inventory Management:

  • Oversee procurement for campus facilities, laboratories, IT infrastructure, and classroom resources.
  • Manage inventory control, ensuring timely supply of essential materials while preventing overstocking or shortages.
  • Collaborate with facilities management, IT, and academic departments to address procurement needs efficiently.

Team Leadership & Development:

  • Lead, mentor, and develop the procurement team to enhance performance and efficiency.
  • Establish key performance indicators (KPIs) to measure procurement effectiveness and team success.
  • Promote a culture of continuous improvement, innovation, and accountability within the procurement department.
  • Foster collaboration with university faculty, administrators, and stakeholders to align procurement with institutional needs.

Desired Candidate Profile

Education:

  • Bachelor s degree in Supply Chain Management, Business Administration, Finance, or a related field (Master s degree preferred).

Experience:

  • Minimum 7 years of experience in procurement, purchasing, or supply chain management, with at least 5 years in a leadership role.
  • Prior experience in a university, educational institution, or public sector procurement is highly preferred.

Technical Skills:

  • In-depth knowledge of procurement laws, government regulations, and university procurement policies.
  • Experience with procurement software and ERP systems (e.g., SAP, Oracle, Banner, or other higher education systems).
  • Strong analytical skills to assess costs, budgets, and supplier performance.
  • Excellent negotiation, communication, and interpersonal skills.
  • Strong leadership and decision-making abilities.
  • High level of integrity, accountability, and ethical business practices.
  • Ability to manage multiple high-value projects in a fast-paced academic environment.
