What success looks like: In your first year, you will lead and implement a government relations strategy aligned with the company s licensing and commercial objectives, cultivate trusted partnerships with public sector stakeholders, and secure timely regulatory approvals across telecom and investment domains. Your work will directly support the company s ambitions to scale within Saudi Arabia and across the region.

In this role, you will:

  • Lead the development and execution of regulatory and government affairs strategies, ensuring alignment with Virgin Mobile s business goals and full compliance with Saudi telecom and fintech regulations.
  • Act as the primary liaison with government authorities such as CST, the Ministry of Investment, and the Ministry of Commerce, representing the company's interests in consultations, hearings, and strategic dialogues.
  • Oversee licensing and investment processes, ensuring timely acquisition, renewal, and maintenance of required authorizations and permits.
  • Monitor and interpret regulatory changes relevant to the telecom, fintech, and investment sectors, and proactively manage any compliance risks in collaboration with the Legal and Compliance teams.
  • Drive policy and advocacy initiatives to influence telecom and investment legislation, ensuring Virgin Mobile s voice is heard across key forums, associations, and government workgroups.
  • Build and sustain strategic relationships with regulatory stakeholders, industry partners, and peer operators to promote a cooperative regulatory environment.
  • Collaborate closely with internal teams including Compliance, Legal, Strategy, and Commercial to align cross-functional efforts in support of business and regulatory priorities.
  • Ensure timely submission of regulatory filings and comprehensive documentation of all interactions with government entities.
  • Develop a cohesive government relations strategy that strengthens the company s credible public presence and ensures long-term positioning within KSA.
  • Lead and mentor the regulatory affairs and government relations team, providing the vision, tools, and support needed for success.

Desired Candidate Profile

Education:
Bachelor s or master s degree in Law, Business Administration, Telecommunications, Political Science, or a related field.

Experience:
15+ years of progressive experience in regulatory affairs and government relations within the telecom, fintech, or related sectors. At least 5 years in a senior leadership role, directly engaging with regulatory bodies such as CST, the Ministry of Investment, and the Ministry of Commerce.

Technical Skills:
Must-haves:

  • Deep understanding of Saudi Arabia s regulatory landscape across telecom, investment, and commercial policy
  • Strong communication and negotiation skills in both Arabic and English
  • Hands-on experience managing regulatory compliance and risk within complex government environments
  • Proficiency in Microsoft Office and regulatory compliance systems

Nice-to-haves:

  • Experience influencing public policy or contributing to regulation shaping initiatives
  • Familiarity with international telecom licensing frameworks or cross-border investment strategy
