Job Description

Roles & Responsibilities


Responsible for planning, organizing, managing and coordinating all aspects of the facility s management including civil, mechanical, electrical and biomedical engineering. Also responsible for working with SEHA and other governing bodies to ensure compliance with approved policies, procedures and JCIA standards as well as statutory and contractual requirements.

Required:
8 -10 years of relevant experience in a similar industry of which minimum 5 years progressive leadership responsibility in a large organization
Desired:
Experience in a large healthcare facility


Setting up strategies and global plans for the department
Setting up of the long term plan for the overall functioning of the department/section

Directing and recommending appropriate departmental goals, objectives, systems, programs and priorities


Managing the various services/sub-department
Ensuring implementation of departmental goals through appropriate policies and
procedures

Providing leadership for facilities management; monitoring and evaluating departmental activities to ensure effective implementation

Participating in the development, communication and evaluation of departmental standards, procedures and protocols

Coordinating with the appropriate departments to ensure timely processing of all requirements

Performing routine and periodic evaluation of electrical, mechanical, civil and biomedical systems to ensure proper levels of operation and redundancy

Supporting the department in selection and monitoring of outside vendors of products and services as required

Supporting the department in ensuring the utility management for the facility
Fiscal Responsibilities
Operating in a fiscally responsible manner, safeguarding the assets of the facility, SEHA and the government

Preparing the operating and capital budgets for the facility in line with the current and future needs for the assigned area of responsibility

Ensuring that the department/section operates within the annual departmental/sectional budget

Monitoring the operating expenses of the facility in a way to reduce waste and improve efficiency

Ensuring appropriate documentation for work orders, purchase orders and project management

Maintaining client service standards
Working with end users to ensure that projects completed achieve the desired scope as originally outlined, prior to the project commencement

Ensuring effective communication between the facilities management department/section and governing bodies, external agencies and other stakeholders

Ensuring effective communication with staff and patients, as appropriate when construction and/or maintenance impact their operations
Overseeing Maintenance
Overseeing and managing all maintenance contracts for all areas of the facility and ensuring that proper documentation is maintained

Reviewing drawings and specifications submitted for renovation/ construction and providing inputs in selection of the building design, operating systems and equipment

Overseeing the timely repair and replacement of tools and equipment, necessary for maintenance of the facility

Establishing procedures for material procurement and spare parts inventories according to crucial repair and replacement needs

Assisting in development, expansion and maintenance of mechanical and electrical systems throughout the physical plant including - drawings, manuals and parts list for buildings and their installed equipment

Approving the requirements for entire facility
Overseeing Preventive Maintenance
Ensuring appropriate documentation is maintained related to preventative maintenance

Ensuring preventative maintenance is assessed, performed and managed on all facilities

Evaluating preventive maintenance programs to ensure that proper procedures, frequencies, documentation and quality levels are achieved

Ensuring that all equipment requiring preventive maintenance is included in the program
Overseeing Construction
Overseeing all minor, major, new construction and renovation projects within the scope assigned

Inspecting and verifying the satisfactory completion of all construction projects throughout facility

Ensuring that specifications for construction projects are met along with verification of all warranty work
Reporting Ensuring the timely production of required reports to include departmental performance and productivity statistics

Ensuring Safety and Quality
Maintaining appropriate life safety practices in the department/section to minimize the risk to the patients, staff, facility and public

Assuring policies and procedures are established and adhered to minimize risk and improve safety of all involved

Assuring that safety and quality are priority objectives to all projects and tasks undertaken in the department/section

Assuring the facilities management staff, contractors and sub-contractors are meeting safety requirements
Managing the team
Supporting the department by periodically checking the workload, coordinating the workflow and assignment of tasks and ensuring adherence to set standards and procedures

In coordination with recruitment department/section anticipating the future manpower requirements to accomplish department/section goals and objectives

Overseeing the coordination for procuring supplies, equipment etc. required to ensure smooth functioning of the department/section

Overseeing the interviewing, selection, promotion and evaluation of applicants and employees of the facilities management section/department as required, especially for key positions

Ensuring that the training needs of the team are analyzed and appropriate opportunities for training and skill development are made available
Fulfilling Committee Involvement
Providing input and guidance on facility management related matters and on operational decisions impacting facility

Involving in Operational Committees and Task Forces as appropriate

Acting as a seat on committees, panels and task forces as required
Advising on Special Projects Identifying and developing projects and programs that would benefit the facility
