FHI 360 is currently recruiting for the position of Finance and Grants Manager for the USAID Jordan Community Health and Nutrition Program. The purpose of the Community Health and Nutrition Program is to improve the nutritional status of children under five and pregnant and lactating women in target areas. The activity seeks to support child and maternal health and nutrition status by improving breastfeeding practices, introducing appropriate complementary foods at the right time, and ensuring appropriate child spacing through postpartum family planning and continuation of modern forms of contraception.
Job Summary :
The Community Health and Nutrition Program s Finance and Grants Manager reports to the Director of Finance. The Finance and Grants Manager will lead financial and grants management trainings for staff. The Finance and Grants Manager approves procurement requests and manages financial tools used for reporting project expenditures in compliance with regulatory requirements. Expertise includes project finance and budgeting, subaward management, USAID financial reporting requirements, USAID rules and regulations, administration, contracts and grants, procurement and logistics. The position will be based in Amman, Jordan.
Areas of Responsibility
• Maintain financial systems for field office and project accounting and grants finance management, including payroll, transfers, reporting to local authorities, FHI 360, and USAID;
• Review project invoices for accuracy and allocate expenditures according to accounting systems;
• Prepare/review payments of monthly expenditures within signature authority guidelines;
• Liaise with bank personnel and officers, track cash balances of each bank account, make deposits of returned funds and client payments, and track wire transfers to/from program accounts;
• Prepare, update and submit financial reports to HQ according to financial procedures;
• Review and reconcile monthly expenditures of the bank accounts;
• Maintain, disburse, and reconcile the petty cash account;
• Review, track, and reconcile staff and consultant cash advances according to policies;
• Liaise with Financial Analysts/Business Managers in HQ regarding budget realignments, specific budget issues, and status of wire transfers;
• Assist with procurement solicitations and recommendations for potential providers of needed goods and services in accordance with USAID and FHI 360 rules and regulations;
• Responsible for financial monitoring of subawards including pre-award financial/management assessments, requests for advances, funds disbursements and expenditure reconciliation, financial reporting, audits, and close-out;
• Provide training and technical assistance on financial and grants management as needed to project staff, subawardees and other implementing partners;
• Support the management of subawards that will be awarded under the activity
• Work directly with the subrecipients to ensure that such awards conform to United States Government (USG) procurement and competition requirements, rules and regulations and FHI 360 s policies and procedures;
• Responsible for monitoring and reporting on the implementation of the subawards;
• Other duties as assigned.
• A Bachelor's degree or its international equivalent, in finance, business administration, accounting, or related field, or a bachelor s degree plus two additional years of relevant experience. Master's preferred.
• Minimum of 5-8 years of experience working in or with the NGO sector, especially in financial management.
• Minimum of 3 years of subaward management experience
• Experience with accounting software strongly preferred
• Knowledge of accounting principles and USAID rules and regulations
• Ability to work effectively in a highly collaborative team approach
• Excellent communication and organizational skills
• Strong program/project management skills.
• Ability to meet deadlines and work on multiple projects simultaneously.
• Ability to solve problems quickly and creatively.
• Ability to work independently and as part of a team, prioritize, and competently manage a variety of activities with multiple deadlines.
• Proven written and oral presentation skills in English and Arabic required
Travel Requirements:
• 10% in country travel
