Job Description
Roles & Responsibilities
Oversee day-to-day operations of in-house technicians and outsourced Hard FM service providers, ensuring full coverage of PPM and reactive maintenance across all assigned mall assets.
Act as the technical focal point for live-mall operations, ensuring maintenance activities are executed safely without disrupting tenant operations or customer experience.
Monitor and enforce contractor performance against agreed SLAs and KPIs, issuing NCRs and driving corrective actions to closure.
Lead coordination of Civil Defense, municipality, and statutory authority inspections, ensuring full compliance and timely resolution of observations.
Maintain accurate asset registers, ensuring all systems (HVAC, electrical, plumbing, FLS, BMS, ELV, vertical transport) are properly documented, maintained, and optimized.
Track utilities consumption (electricity, water, gas), identify inefficiencies, and implement corrective actions to improve cost and energy performance.
Support OPEX budgeting and CAPEX planning by reviewing technical proposals, validating costs, and recommending value-driven improvements.
Ensure business continuity by monitoring critical systems, conducting operational readiness tests, and responding effectively to technical incidents.
Prepare and submit periodic reports on asset performance, compliance, contractor KPIs, and cost tracking, maintaining accurate CAFM data at all times.
Desired Candidate Profile
Bachelor’s degree in Mechanical or Electrical Engineering (or related discipline) with relevant professional certifications (e.g., UAE Society of Engineers, ASHRAE, NFPA).
Minimum 9 years of experience in Hard Facilities Management, preferably within UAE shopping malls or large mixed-use developments.
Strong knowledge of HVAC, electrical distribution, plumbing, fire & life safety systems, BMS, and asset lifecycle management.
Proven experience managing service providers, enforcing SLAs/KPIs, and handling contractor performance and compliance.
Hands-on experience with CAFM systems and familiarity with UAE regulatory platforms (Civil Defense, DMT, Estidama, DOE).
Strong exposure to authority inspections, statutory compliance, and legalization processes within the UAE.
Demonstrated ability to manage live operational environments, ensuring minimal disruption to tenants and customers.
Strong analytical mindset with the ability to monitor performance, identify risks, and implement practical solutions.
Effective communication and stakeholder management skills, with the ability to coordinate across internal departments and external vendors.
High level of accountability, decision-making under pressure, and commitment to operational excellence.
