PURPOSE OF POSITION:
Expanding World Vision s humanitarian operations inside Syria requires the development of strong common systems across Syria (partnership, compliance, due diligence, communication, visibility protocols, end-to-end processes from procurement to finance) to manage risk and operate in a way that protects staff, partners and communities. The overall objective is setting up systems with the aim of the elimination of the possibility of diversion of funds, corruption and fraud at all levels from the WVI operations inside Syria.
This role will, relying existing tools (the RMMVSOPs), policies and procedures - and proposing new ones manage WV and Partner adherence to internal and donor policies, with a specific focus on risk mitigation, compliance and due diligence related to fraud, fund diversion, corruption and abuse (including field-level identification of suspected or confirmed cases, and rapid escalation reporting). The Head of Compliance will also own and roll out the RMMVSOPs.
Following on from the results of a compliance and risk audit carried out in April 2018, the Head of Compliance will develop an action plan based on the findings of that report, and be the responsible owner for this plan, liaising with SMT, MEERO and other key stakeholders.
Leadership on Compliance and Risk:
•With support from SMT, Lead and manage compliance function for Syria country office, ensuring direct implementation as well as downstream partnerships are delivering programmes in accordance to internal and donor rules.
•Lead process for adherence to legal, risk and compliance functions across the country office.
•Manage grant compliance officers at area office level.
•Deliver updates to SMT on regular compliance trends and issues, including innovations in grant compliance issues, and going concerns in partner compliance.
Compliance and Risk Action Plan Management:
•Following on from the systematic review of existing policies and procedures and resulting gaps in compliance, oversee and manage the implementation of an action plan to ensure gaps in compliance and risk exposure are adequately addressed at field office, Gaziantep and Amman level.
•Working with partnership coordinator, Operations team, finance, procurement and supply chain management, and ensure adequate cross-department responsibility and accountability for delivering the action plan.
Ownership of Remote Management, Monitoring and Verification SOPs:
•Manage the further development of the RMMVSOPs (remote monitoring, management and verification Standard Operating Procedures) for Syria, to ensure utmost adherence to internal and donor policies, with a specific focus on risk mitigation, compliance and due diligence related to fraud, diversion, waste and abuse (including field-level identification of suspected or confirmed cases, and rapid escalation reporting).
•Working with partnership coordinator, Operations team, finance, procurement and supply chain management, ensure input and buy-in from critical departments, regional and Global centre stakeholders and decision makers.
•Working with partnership coordinator, Operations team, finance, procurement and supply chain management, and ensure adequate cross-department responsibility and accountability for delivering the roll out of the RMMVSOPs.
KNOWLEDGE,SKILLS & ABILITIES:
•A Master's degree in related field or equivalent qualifications in grant management and a technical field in developing countries.
•7+ years of extensive international humanitarian experience managing large grant-funded projects.
•Proven ability to manage technical assistance teams.
•Knowledge of and familiarity with international assistance program requirements, preferably OFDA and/or other funding agencies; their policies and regulations.
•Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to maintain productive relationships with the various government entities in (country of the grant).
•Proven ability in the management of large integrated grant-funded projects in developing countries.
•Familiarity with OFDA programs, their history and their development; mastery of OFDA regulations governing such programs.
•Ability to integrate teams of professionals around common goals.
•Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country.
•Strong presentation and report writing skills.
•Experience of leading large and diverse teams.
•Experience in leading and managing large grants in a complex environment.
•Experience as a CoP/PD or senior expert advisor required.
•Experience managing sub grants and contracts under grants for complex projects.
•Fluency in English and the relevant other UN language, if it is officially used in the country. Turkish / Arabic is highly preferred.
•Professional licenses, as required in the field and by the donor.
•Experience in managing inter-agency consortiums is preferred.
•Be prepared to travel to implementation sites and regional, global meetings as required.
