The Head of Country Cluster (Tunis) is the senior Secretariat representative and business manager for the countries covered by the office (Morocco, Algeria, Tunis and Egypt) with clear management authority and responsibility. Under the leadership and guidance for the Regional Director, s/he is accountable for developing the Secretariat s support strategy for the National Societies (NSs) in those countries covering the key tasks set out below and as updated from time to time.
Job Duties and Responsibilities
On Migration:
Build upon the Tunis Commitment to our shared humanity in coordination with respective NSs vis a vis governments and decision makers to implement the commitments in Resolution 3 of the 31st Red Cross Red Crescent International Conference.
Further supporting the response capacities of National Red Cross and Red Crescent Societies
Enhancing collective efforts focussing on protection, assistance and awareness raising and addressing humanitarian needs of migrants.
Strengthening and better coordinating advocacy efforts towards governments, the corporate sector, partners and other organisations.
Appealing to governments and partners to engage with the Red Cross and Red Crescent Movement in scaling up and resourcing our collective response in countries of origin, transit and destination.
On Resilience:
Promote and roll out the One Billion Coalition for Resilience, Action Plan with the respective NSs. Promote, support and guide NSs in resilience programming.
Specifically, but not limited to the Themes of Migration and Resilience, the job and responsibilities are outlined as follows:
Strengthening National Societies (NSs) to deliver services and to advocate on behalf of vulnerable people
Lead the Federation Secretariat team to organise and manage the support to the National Societies , maintain good relations with all NSs and PNSs involved in these countries.
Understand the needs and concerns of all NSs working in these countries (including PNSs).
Ensure that Secretariat programming in support of NS core programmes is properly planned, managed and monitored and that capacity building opportunities are fully exploited
Ensure that evaluations of Federation supported programmes are carried out according to project/programme plans and that lessons are effectively shared and applied.
Lead resource mobilisation for the Federation Secretariat and National Society programmes in these countries for the sub-region and for global activities of the Federation and the National Societies;
Coordinate, Cooperate, and form Strategic Partnerships
Ensure that Federation policies, procedures, guidelines and quality standards are known and complied with;
Facilitate cooperation and coordination in all programmes and operations between the host NSs, PNSs and ICRC to ensure the most effective mobilisation and utilisation of resources across the region;
Build effective cooperation and partnerships with a wide range of partners and stakeholders in government, civil society, academia and the private sector
In coordination with Regional Partnership and Development team, support the NSs to develop concrete Partnerships, Development and Humanitarian Diplomacy initiatives.
Support global IFRC initiatives
Working with NSs and Governments, particularly in Morocco, Algeria, Tunisia and Egypt, build global alliances to support to the global work of the IFRC. Support and lead global partnerships with Governments and institutions in these countries, in close consultation with the concerned National Societies.
Develop effective humanitarian diplomacy in the sub-region
Monitor and analyse political, economic and social trends in these countries as they affect the work of the IFRC for planning purposes and for keeping the Federation Secretariat and partners informed.
Plan and implement for advocacy, communications and external relations activities for these countries in line with Federation global policies and priorities
When required, represent the IFRC at events taking place at national level and in the countries.
Provide assistance to NSs to develop effective humanitarian diplomacy, communications and external relations, ensure that these build on and promote Federation priorities.
Ensure effective cooperation with ICRC in representation and advocacy work.
Respond appropriately to Disasters and Crises
Provide effective support, including technical advice, to ensure that appropriate disaster/crises preparedness and response mechanisms are established in each NS linking in with the emergency crisis unit at the regional office (Beirut) to facilitate effective disaster/crises response and to build on and strengthen NS capacities in these areas including contingency planning; These should be carried out with Movement partners including the ICRC.
Ensure that national resources from these countries are made available rapidly and efficiently to support Federation disaster/Crises response;
Work with the Regional Emergency and Crisis team at the regional office (Beirut) on the management of international appeals and international response coordination where and when appropriate.
Ensure that an effective Secretariat organisational structure is in place for effective support of National Societies in these countries;
Manage all staff under his/her authority including those in the Tunis office and as well as in these countries;
Ensure the application of all established HR policies and procedures, and that staff hired in country are employed in accordance with local laws and practices;
Implement the Federation Secretariat s gender and diversity policies;
Ensure dissemination of the Code of Conduct for staff to everyone under his/her authority.
Finance and Risk Management
Ensure sound financial management of the Secretariat`s programming in these countries, that effective budget planning is in place, and that programmes operate within approved budgets with transparency and accountability.
Ensure the quality and timeliness of the reporting of the Federation secretariat`s programming;
Maintain regular management reporting to the Regional Director of MENA.
Ensure that risk of harm to staff and Secretariat property are minimised at all times;
Ensure the preparation, dissemination and enforcement of specific security rules and regulations;
Ensure specific plans for emergency evacuations of staff including medical evacuation. (Where appropriate consult and include ICRC).

Desired Candidate Profile

Relevant University degree - Required
IMPACT course or equivalent knowledge - Preferred
- Minimum of 10 years work experience in humanitarian operations for a humanitarian aid organization and or development cooperation organization, 5 of which should be at senior management level - Required
- 5 years of work experience including management in a red Cross/Red Crescent National Society, IFRC or ICRC, or a relevant international organization - Preferred
- 5 years experience of analyzing, planning and managing programs and resources and resource mobilization - Required
- Experience of managing & supporting staff - Required
- Proven record of security regulations implementation and updates - Required
- Proven experience of working in the region - Preferred
- Proven experience in governance and leadership support - Required
- Proven experience of migration and resilience programming - Required
- Demonstrated initiative and creativity, and substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action - Required
