Job Description
The Site Personnel Security Head is an individual within the Personnel Security organization that provides oversight of the day-to-day operations to ensure that all actions are performed in accordance with project procedures and the Federal Authority for Nuclear Regulation (FANR) regulations.
Activity: Primary Tasks
Provides oversight of the Personnel Security employee while conducting Personnel Security operations.
Supervises the work load distribution, schedules and assigns, officers, Specialist to different activities of the operations.
Identify deficiencies, related to operations and reports to Personnel Security Manager.
Participates with Personnel Security manager in developing the department budget, performing technical & administrative duties related to personnel, purchasing (supplies & maintenance of equipment, inventory and any other related work duties).
Identifies and advises on risk or problem areas and recommends appropriate mitigation plans to be developed in regards to the work operations.
Participates in orientation and training of department staff and maintains records of such activities.
Initiates CR action when required.
Provides coaching/mentoring to employees in the optimization of their personal potential, so that the department s objectives are met and/or exceeded.
Works required working hours and assumes on-call duties as required by the department.
Works in accordance with contractual obligations and HR policies.
Provide quality services for all aspects of duties performance.
Develop detailed policies and procedures for the department in coordination with Personnel Security management.
Develops and monitors plans for all department staff and prepare staff appraisals in coordination with the Personnel Security Manager.
Implementing the requirements of Accreditation if needed.
Ensures that all policies and procedures are complete and current.
Ensures effective implementation of the safety and quality measures according to international standards.
Ensures the protection of donor information.
Ensures the most effective and efficient manner of utilizing of the department resources.
Ensures compliance with project procedures regarding determination of trustworthiness and reliability, and drug and alcohol testing. To include ensuring that collections are being conducted by procedure, and that all positive drug test specimens are shipped to a certified laboratory for confirmation testing.
Serves as a Reviewing Official, to include the adjudication of potentially disqualifying information and legal action reporting. Grants, terminates, denies, and suspends unescorted access in accordance with project procedures as a Reviewing Official.
Conducts interviews and investigations regarding derogatory information, observed aberrant behavior, post-events, or credible information as applicable.
Ensures the maintenance and calibration of testing equipment according to manufacturer s recommendations. Ensures that a NHSTA approved device is used for breath alcohol testing.
Coordinates reviews with the Medical Review Officer.
Ensures training and qualifications of Personnel Security Officers and Specialists are valid and are not expired.
Maintains strict confidentiality and security of all access authorization/Fitness for Duty documentation and files.
Utilizes the Corrective Action Program to document non-compliances or deficiencies and ensures that issues are resolved in a timely manner.
