Part A: Job Specification
Job Purpose
The Onshore Head of Site Quality - ESW ensures the effective implementation of the Project Quality Plan as applied to procurement and construction oversight of the Early Site Works (ESW) Contractor based at Site and provides quality advice to the Head of ESW Construction. Whilst responsible for implementing quality systems and maintaining a close working liaison with the QM, the HSQ is responsible for developing and/or approving construction surveillance programs and providing day-to-day direction and guidance to Quality & Information Management personnel.
Key Job Accountabilities
Develops &/or approves ESW Construction Surveillance Programs per PQP
Monitors the effective oversight of Contractors construction quality efforts
Ensures Surveillance Assessments are conducted timely and add value
Coordinates verification and Company inspector attendance to approved I&TP
Checks completeness and correctness of I&TP checksheets and deliverables
Conducts/participates in periodic audits of ESW Contractor site processes
Provides leadership and support to the ESW Quality & IM team
Provides input to the Site Organization Plan ensuring coverage of all work areas
Establishes, conducts and records project-specific quality orientation & training
Reviews & approves ESW Contractor's Project Q/IM Plans & procedures
Reviews & approves Contractor's internal & external quality audit schedules
Reviews & approves Contractor s Q/IM personnel assigned to the project
Ensures appropriate personnel review & approve deliverables of ESW Contractor & any sub-contractors (e.g., Plans, ITPs, etc)
Monitors and measures Contractor s quality performance during ESW Construction
Stewards resolution of quality issues &/or elevates to QM &/or HESW Construction
Establishes with ESW Contractor QM, a Site Quality Steering Team to champion quality discipline at site
Interfaces with Head of Vendor Quality Surveillance on ESW Contractor procurement and oversight and provides feedback on delivered equipment & material condition upon arrival
Provides oversight on ESW materials receipt, laydown, storage, handling and preservation
Applies extensive hands-on, industry-based experience & knowledge to promote & establish existing systems, processes & procedures within a structured quality framework
Manages the implementation of PMT Q/IM solutions in a timely & cost-effective manner that compliments safety, cost & schedule
Promotes and monitors key processes such as DR, SDR, NCR, CAR, TQ etc. and ensures ESW Contractors contractual compliance
The HSQ establishes and provides appropriate oversight & Contractor performance metrics that provide assurance of Contractor compliance to multiple civils, electrical, soils and earthworks technical specifications during ESW
Key roles for the HSQ are early detection and resolution of issues deemed critical to the success of the project
Requires the ability to effectively communicate quality at project & functional level
HSQ must exhibit a high degree of computer literacy & coordination skills
Persuasive management attributes are essential across all levels of the organization with an ability to establish & maintain genuine & responsive relationships
Effective team player who collaborates well with others
Demonstrates the highest level of integrity in dealing with all parties and communicates concisely in written and verbal context; prepares high quality written reporting
Ensures COMPANY Lessons Learned are implemented and verified
Part B: Person Specification Minimum Requirements
Required Experience / Qualifications
15 years experience associated with Quality Control & coordination of quality activities within the Oil & Gas Construction Industry.
Preferred: Associates Engineering or Engineering degree Metallurgical, Welding, Mechanical or Science
Knowledge and Key Skills
Experience with multi-national contractors & vendors, in particular those involved in the construction of LNG production facilities
Strong coordination skills, extensive quality experience in responsible roles on major oil & gas engineering & construction projects
Experienced in facilitating & coordinating efforts to resolve interfaces issues
Experience with conducting audits & assessing process-driven quality systems
Technical and Business Skills
A thorough knowledge of codes and standards in relation to site construction and working within a structured Quality Management System
Must be capable of positive decision-making & demonstrating a high level of judgement & responsibility
