Function and Responsibilities:
a) Review FEED documents from process safety point of view and give input to design engineer during FEED stage.
b) Review HSE Studies prepared by Contractor during construction stage of the project and assist Construction Engineer to reply to Contractor.
c) Responsible for all process safety activities during FEED and Construction stage of the project.
d) Manage the Services aspects of the Contracts including provision of Technical Safety Engineering Services in full accordance with Contract Specifications during Construction stage of the projects.
e) Provide guidance on the appropriate risk mitigation measures required for Process Safety issues.
f) Technical Authority for safety engineering systems including fire / explosion protection systems, Emergency facilities.
g) Disseminate knowledge and developments in the management of Process Safety hazards.
h) Contribute to maintenance and update of relevant Company Technical Safety Engineering standards/ Records (HSE Aspects Risk Register, etc.)
i) Provide guidance, development and lateral learning to other Technical Safety Engineers.
j) Participate in Reviews and Audits in order to facilitate lateral learning and ensure gaps in the systems are addressed. Execute Accountabilities and Responsibilities identified in the client HSEMS for Technical Safety issues (Inherent Safety Design, ESIA, SIL, etc.)
Qualification / Experience
a) Engineer with B.Sc. Engineering degree in Chemical/Civil/Mechanical Engineering discipline with at least Ten (10) years’ experience in Oil & Gas industry including Process Safety Design, Engineering, Process Modelling & Simulation, Process Hazard Analysis, Quantitative Risk Assessments, etc.
b) Should be well experienced in modelling & simulation of Oil & Gas processing systems i.e. Oil/ Gas/ Water separation, Tanks, Pumps, Compressors, Condensate Recovery Units, Dehydration & Desalting systems, Pipelines networks, Utilities, Fire water system design, Fire Risk Assessments, etc. including shutdown and depressuring studies in Hysys, Flarenet & Pipephase.
c) Should be well experienced in Physical Effects Modelling and Quantitative Risk Assessment
d) Should be facilitating hazard workshops for Process Safety hazards. These may include HAZID, HAZOP, SIL classification, Bow-Ties, ALARP, SIMOP’s, and Facility Layout and Siting.
e) Should be developing ALARP demonstrations for Process Safety risks and developing HSE Cases.
f) Preferably knowledgeable of Sour Gas design and operations standards and guidelines
g) Should be knowledgeable of Fire Protection standards and guidelines
h) Should be familiar with QRA, SIMOPS and Bow Tie Analysis
i) Should be familiar with industry standard software such as PHAST, Flare Net, Unisim, Hysys, etc.
j) Should be well versed in all relevant International Codes and Standards, best practices within the industry with regard to Process Safety.
k) Should have good command of written and spoken English language, IT skills and excellent presentation skills.
l) Should have valid Kuwaiti Driving License.
