We are looking for HSE Incharge

Purpose and Scope:
This Job Description describes the duties and responsibilities the HSE In Charge


Dimensions:
• Should be fully aware of MS Office applications such as MS Word, Excel, Powerpoint and email.
• Should be well conversant with the HSE Plan for the Turnaround and ADGAS HSE Manual.
• Should be fully competant with report writing, presentation skill, compiling meeting minutes, recording statements, reporting statistics, accident reporting, filing both electronically and manually

Duties Performed

• The HSE In Charge shall act as the overall responsible Turnaround HSE Manager.

• HSE Coordinators, Safety Officers and Safety Technicians will be led by the HSE In Charge for ensuring and monitoring that the work is performed in accordance with the applicable contractor & ADGAS HSE plan & Procedures and Requirements.

• Responsible to Overall Execution Manager (OEM) and ADGAS HSE Division to ensure the implementation of Turn around HSE Plan and monitoring of HSE performance.

• Provide assistance and advice to line personnel on hazard control and accident prevention and assist in accident / incident investigation.

• HSE In charge shall guide the Execution team / Planning Engineers in developing the TRA for all the critical and common activities identified, provided respective Method statement is duly approved by ADGAS TAPD.

• Ensure emergency response plan is effective. Test the effectiveness of the contractors emergency preparedness.
• Ensure that HSE personell understand their roles and responsibilities in an emergency.

• Ensure sufficient HSE personnel are employed to cover all work areas as per ADGAS ratio.
• Ensure all activities have HSE coverage.
• Ensure sufficient amount of trained BA technicians and confined space ttendants.
• Ensure that sufficient amounts of BA escape set, BA trolley set and SCBA sets are available for the duration of the Turnaround.

• Conduct periodic Safety inspection and Environmental monitoring at work place, and contractor outside plant activities.

• Coordinate the implementation of HSE Plan in their respective areas.

• Conduct Mass Safety Briefings for contractor employees.

• Custodian for Permit to Work (PTW) compliance audits.
• Conduct daily environment housekeeping monitoring of the work area.

• Review with Overall Execution Manager the results of the Management HSE Inspection findings and implement immediate actions and measures.
• Coordinate/follow up implementation of action/ recommendation obtained from Near Miss Report , AHSEA, MHSET and PTW audit.
• Maintain register of all incidents/accidents and HSE performance statistics.
• Provide assistance and advice on environmental and waste management such as pollution control, waste handling and disposal, etc.
• Attend ADGAS Plant HSE coordination meeting as directed by OEM, collates record and discuss all HSE matters during meetings.
• Report contractor HSE statistics in weekly Turnaround meetings.
• Produce HSE Training Matrix and ensure its implementation.
• Facilitate Contractor Management HSE Inspection and discuss findings with the Management HSE Inspection Team members.
• Review with Contractor Overall Excution Manager , ADGAS Plant Turnaround Management Team and ADGAS Plant HSE Department the results of the Management HSE Inspection findings and implement immediate actions and control measures.
• Assist to formulate and review completed Task Risk Assessment (TRA) and monitor implementation to ensure its compliance.
• Coordinate/provide assistance for implementation of action/recommendation obtained from Near Miss Reports and AHSEA.
• Perform AHSEA as per ADGAS Procedure.


Construction / Civil Engineering

HSE (Health / Safety / Environment)

Desired Candidate Profile

Minimum Requirements:
Compulsory:
a. Bachelor of Science Qualification.
b. NEBOSH Diploma or Equivalent.
c. Compulsory (10) ten years experience as an HSE proffesional. At least three in HSE In Charge position.
d. Good Communication Skills with fluent English both spoken and written.
e. Strong Personality with good Team Working Skills
Preffered:
f. Previous Das Island experience.
g. Oil & Gas in Gulf Exp.
h. Turnaround Experience.
i. Hindi / Urdu (Speak).
