Roles & Responsibilities

Job Overview

The Health, Safety, and Environment (HSE) Officer is responsible for implementing, monitoring, and maintaining HSE standards across the construction project. The role ensures strict adherence to legal and regulatory requirements, promotes a culture of safety awareness, and safeguards the well-being of all employees, subcontractors, and visitors on-site. The HSE Officer will work closely with the HSE Manager, Project Managers, and Engineers to ensure compliance with Palace Group’s Integrated Management System (IMS) and project-specific HSE objectives.

Key Responsibilities

1. HSE Policy and Procedure Implementation

  • Enforce compliance with Palace Group’s HSE policies and procedures across all construction activities.
  • Ensure that project HSE objectives align with the company’s Integrated Management System (IMS).
  • Implement client and consultant HSE requirements, ensuring full compliance with statutory safety standards.
  • Coordinate with authorities such as DDA, DM, TRAKHEES, NAKHEEL, EMAAR, and Dubai Holding to secure necessary permits and maintain compliance with local HSE regulations.

2. Site Safety Inspections and Planning

  • Conduct site inspections during project mobilization to verify safety readiness and equipment adequacy.
  • Develop and implement site-specific HSE plans.
  • Prepare Task Risk Assessments (TRA) in coordination with Project Engineers and the HSE Manager, ensuring all site activities are risk-assessed and approved before execution.

3. Training and Awareness

  • Deliver HSE induction training to all new employees and subcontractors prior to site entry.
  • Conduct regular Toolbox Talks and maintain training attendance records for audits.
  • Provide ongoing training in safety procedures, emergency response, and first aid to ensure all site personnel are competent and informed.

4. Compliance and Record-Keeping

  • Conduct regular inspections to verify compliance with Palace Group’s HSE Manual, project HSE plans, and UAE regulations.
  • Ensure the availability and proper maintenance of safety equipment including PPE, first aid kits, fire extinguishers, and spill kits.
  • Maintain comprehensive HSE documentation including safety induction logs, equipment inspection certificates, and training records.

5. Permit and Equipment Inspections

  • Enforce the permit-to-work system for all high-risk activities.
  • Inspect and tag all tools and equipment before site use to ensure operational safety.
  • Ensure all personnel are provided with and are wearing appropriate PPE as defined in the Risk Assessment and PPE Matrix.

6. Incident Investigation and Reporting

  • Assist in investigating all site incidents, identifying root causes, and recommending corrective and preventive measures.
  • Prepare detailed incident and accident reports in compliance with Palace Group’s reporting protocols.
  • Monitor implementation of corrective actions to prevent recurrence.

7. HSE Meetings and Coordination

  • Lead regular HSE coordination meetings with the site team and subcontractors to review safety performance.
  • Attend HSE meetings and inspections with clients, consultants, and authorities as required.
  • Prepare and submit weekly HSE reports to the HSE Manager and Project Lead summarizing inspections, incidents, and corrective actions.

8. Corrective Actions and Non-Conformance Management

  • Identify unsafe acts or conditions and issue Non-Conformance Reports (NCRs) where applicable.
  • Follow up and ensure timely closure of NCRs and implementation of preventive measures.

9. Client and Site Management Liaison

  • Act as the primary site contact for all HSE-related matters and emergencies.
  • Ensure all contractors comply with Palace Group HSE standards and site-specific safety plans.

10. Gate Pass and Access Management

  • Manage and monitor gate pass issuance for workers, subcontractors, and consultants to ensure controlled site access.

Desired Candidate Profile

·Qualifications & Experience

  • Bachelor’s Degree in Engineering, Environmental Science, or related field.
  • NEBOSH IGC, OSHA, or equivalent HSE certification (mandatory).
  • Minimum 5 years’ UAE construction experience, preferably in luxury villa or high-end residential projects.
  • Valid UAE Driving License (mandatory).
  • Strong knowledge of UAE HSE regulations, site audits, and safety documentation.
