General Summary:

Coordinate, plan, and review all emergency response training activities in the H&S Department and follow up the implementation to meet the unit objectives. The role of a Lead Emergency Response instructor at ES is varied and complex. They must have in depth knowledge and experience concerning emergency situations including fire, rescues and first-aid that may arise on site. The Lead Emergency response instructor will ensure that his team are prepared and ready to provide the best and most suitable response to any arising emergency. During all other times this role will provide guidance and training to all departments concerning emergency response and preparedness

Essential Duties and Responsibilities (Key Accountabilities):

• Plans and develops training program for ERT (Emergency Response Team) members and supporting departments. Collaboration with appropriate departments/employees in the development of the training program. Plans and reviews on-the-job training for all member with Shift Supervisors and ensures implementation.
• Conducts group training on emergency response special subjects for development and refreshment.
• Coordinate in-house and outside courses on the Training Section for complete implementation.
• Completes the FIREFIGHTER, RESCUE, HAZMAT and Fire Truck Operation for each level.
• Update and services all training materials and manuals. Coordinate, conduct and maintain records of ERT training.
• Will at times be required to provide technical assistance for test and qualify ERT member as per the qualification procedures and refresher guidelines.
• Responsible for selecting and/or developing standards for training courses, ERT member progression, and any identified training need.
• Review abnormal ERT performance and attendance reports to identify training needs and plan the same. Primary person responsible for coordinating, developing, assigning trainers.
• Acts as Department Document Representative for training records and ERT member’s qualification.
• Participates in the development of procedures and required training materials for new and modified EMERGENCY equipment. Responsible for the development of competence measures. Must collaborate with appropriate personnel to develop competence requirements.
• Carries out other similar or related duties as required.
Supports Firefighting engineer to meet all shift objectives, assists in weekend and vacation coverage, attends ERT meeting, maintains regular daily communication with the firefighting team on duty, progress and assists in writing Reports.
• Assist the team in the ERT monthly Training and performance evaluation for the ERT member and Drills critique.
• Assist in the Incident Investigation and Reporting process as requested.
• Ensure the availability of firefighting team in the shifts.
• Will act as the nominated person during the emergency and will provide all available information and support to the emergency services or other as required.
• Ensure that the H&S Department emergency vehicles and equipment are serviced, maintained, certified (if required) regularly and available for immediate use.
• Ensure routine inspections of all firefighting equipment in line with the inspection plan.
• Oversee and directly manage all fire system impairments
• Manage all visits made by civil defense.

Additional Duties and Responsibilities
• Undertaking basic H&S inspections across all ES areas as required.
• Conduct reviews of all confined space work to ensure it is safe and is in compliance.
• Inspect hot work activities to ensure adequate precautions are being taken and the permit rules are being followed.

• Must have very good skills in planning.

• Must have previous experience of working as a firefighter.
• HSE awareness.
• Experienced in conducting audits, inspections and investigations including report writing on these.
• IT skills – Should be able to understand the software system in order to drive H&S structures.

• Cost consciousness.

• Skills and competencies in Fire Systems
• Valid UAE driving license
• Knowledge of Advanced rescue techniques.

Professional Experience:

Ten (10) years’ experience in H&S and Five (5) years of which in operations

Minimum Education Qualifications (Must Haves):

• Bachelor Degree in an H&S related discipline
• Qualification as an emergency response workplace trainer and assessor.

Emergency Preparedness / Response:

• Fire Protection
• Firefighting
• Rescue Operations
• HAZMAT
• Radiological Protection.

Previous Experience/exposure Recommendations:

• Oil & Gas
• Steel Making Plants
• NFPA training.
• Previously employed as an emergency responder/professional firefighter.
• Knowledge on Civil defense life safety code.
• Rope access and rescue.

Key Performance Indicators:

• Completion of Training sessions as per the plan.
• Number of successful fire drills conducted in the year.
• No fines or complaints from civil defense.
• Annual civil defense fire certificate renewed on time.
• Successful insurance audit with non-conformities or serious concerns raised.
• Fire and rescue equipment kept in good order and available for use throughout the year.
• No injuries or incidents as a result of the intervention team activities
