Job Description
• Role:
Under minimal supervision, provides legal advice and expertise to the Secretary General and senior management on matters that arise out of the Secretariat's dealings with its staff members and the outside world. Participates in negotiation of contracts and drafting of agreements to which the Forum is a party and is following up on the legal aspects of the Secretariat's contractual affairs. Ensures that the Staff Regulations, the Financial Regulations and other procedures of the Secretariat are legally sound, as well as makes appropriate draft changes, and provides legal opinion on applications of same. Prepares amendments, as necessary, to the Statute of the Forum. Evaluates legal issues of concern to the Forum and recommends appropriate actions. Follows up legal developments and trends in the energy industry and related matters.
Principal Responsibilities:
1. Provides legal advice and expertise to the Secretary General on matters that arise out of the Secretariat's dealings with its staff and the outside world;
2. Recommends and directs a program of research and study based on sound objectives and priorities approved by the Secretary General and suggests new policies and resolutions;
3. On request, evaluates legal issues of concern of the Forum or to Member Countries and recommends appropriate action;
4. Ensures that the Staff Regulations, the Financial Regulations, the Financial Rules and Procedures and other procedures of the Secretariat are legally sound, as well as makes appropriate draft changes and provides legal advice on draft amendments or applications of these procedures;
5. Contributes to the production of all documents and minutes of discussions as well as resolutions of the meetings contributed by the Secretariat and ensure their solidarity for legal point of views;
6. Contributes and verifies from legal view the preparation of the summary of decisions of the EB meetings and draft resolutions of the Ministerial Meeting;
7. Participates and contributes in the preparation of procedures, polices and regulations internally and externally;
8. Liaises between the Secretariat and externally retained lawyers and provides them with all necessary information and assistance;
9. Plans and directs all legal activities of the Secretariat; (1)
10. Ensures that the Secretary General and through him, the Executive Board Members and Member Countries are kept abreast of all legal developments and trends in the Energy industries; (2)
11. Undertakes special legal studies of particular aspects of the energy industries, as well as of international developments that may affect it, with a view to ascertaining how best the interest of the Member Countries may be served;
12. Studies and analyzes the legal aspects of energy policies in member and non-member countries and prepare relevant reports;
13. Responsible for the preparation of drafts of Memorandum of Understanding (MoU) with other entities with co-operation of SGO Head;
14. Carries out any other tasks assigned to him/her by the Secretary General as pertaining to his/her background, qualifications and position.
