Manages and oversees the daily operational functions of International Employment Section, ensures effective and efficient operation of the section.
Essential Responsibilities and Duties
1. Executes and implements employment strategies, goals and objectives that support the organization s objectives through recruitment/ employment of qualified workforce as instructed by higher management.
2. Establishes and maintains good relationships with various departments and clients internally and externally.
3. Identifies and Communicates with various departments to discuss their Manpower needs and select best practice approach for sourcing and advertising hard to fill positions .
4. Collaborates with different employment related groups across the organization to ensure employment process is streamlined in accordance to departmental responsibilities.
5. Evaluates and develops internal systems that will produce efficiency in all functions and practices of employment.
6. Manages the use of employment agencies and websites to source potentials candidates for the organization.
7. Responsible to undertake decisions on daily departmental transactions, which requires business knowledge and judgment to resolve the current situation .
8. Directs staff in evaluating and selecting potential candidates through screening procedures ensuring position requirements are met effectively.
9. Promotes and assists in installation of Oracle Human Resource Management Staffing (HRMS) and ensures all functionalities of IRecruitment are utilized to its full capacity .
10. Audits and ensures that job reconciliations, Employment Offers and Travel orders are within the established policies and procedures of the organization.
11. Prepares reports forecasting visa utilization per departmental employment operations.
12. Prepares and submits reports regarding the monthly activities and the departmental operations in reference to number of hire, candidates in process, and estimated time of arrivals.
13. Initiates and conducts contract negotiations with employment agencies to evaluate the Agency s productivity and recommend perspective new Agencies for employment contracts, ensuring nationality mix is maintained within the organization.
14. Ensures that agencies are paid their employment fees in a timely manner as stated in the terms and conditions of employment contracts .
15. Presents Employment Services Department in meeting, job fairs and conferences as assigned. Actively contributes towards establishing a new recognizable employer of choice reputation for the Hospital, both internally and externally .
16. Administrates continuous coaching and leadership support to staff and external customers.
17. Participates and works in different employment related committees and provide assistance in all aspects of employment cycle to internal and external customers as assigned .
18. Performs and completes other special projects as assigned by Head, Employment Services.
19. Writes, itemizes and updates Internal Policies and Procedure {IPP) of the department.
Master s or Bachelor s Degree in Business Administration or any other related discipline required.
Experience Required
Three (3) years of related experience including two (2) years in a managerial position with Master s or five (5) years with Bachelor s Degree is required.
