Job Description
Coordinates and plans the site s required testing under the applicable contract agreements;
Create and issues standing orders and procedures to the Operations Department;
Oversees the Shift Manager duties in optimizing the plants heat rate and availability in accordance with the PWPA requirements (contract) to ensure maximum incentives with respect to heat rate and capacity;
Submits periodic reports to the GM and keeps him informed regarding all matters relating to plant operations;
Assumes responsibility for efficiency and progress of work in accordance with production schedules and established standards;
Recommends to the GM and initiates changes in methods, schedules and procedures needed to meet specific exigencies of the plant operations;
Maintains an information system which provides sufficient data to ensure that operations are being accomplished within specified limits, schedules and technical parameters;
Sets operational objectives, performance indicators in line with the Annual Business Plan, monitors progress and provides steering in order to achieve or surpass the set objectives;
Implements lessons learned processes and other activities to achieve a learning organization and follow on the plant s mission towards Continuous Improvement.
Participates in and concurs with decisions regarding new design criteria, technical specifications and operating methods related to the plant;
Provides input and guidance for preparation of the plant Operating Budget and Cost Control Systems, and monitors budget variances on a regular basis;
Oversees that annual shutdown and start-up of plant/equipment is performed in accordance with established plans and schedules and ensures that the availability declarations are issued correctly and on time by Shift Managers.
Implements and is responsible for net dependable capacity performance testing in coordination with PPS and Maintenance Department.
Optimal management of physical asset systems and their lifecycles;
Continually assesses risk and critical success factors so that these are considered objectively in decision-making;
Works closely with the GM to implement risk based programs.
Maintains confidentiality of all information available to the position;
Provides leadership, direction and performance management for subordinate
Applies knowledge of effective management practices and principles;
Responsible for the overall administration and supervision of Operational Staff and operating activities in accordance with established work plans and schedules;
Ensures that Employee Policies and Procedures are followed by all Operational Personnel
Creates synergies amongst the different work teams;
Actively participates and supports regional networking groups;
Promotes best practices;
Promotes and contributes to succession planning;
Supports growth in people by actively supporting training and development initiatives;
Actively promotes programs consistent with the GDF SUEZ Safety, Procurement and Ethics Charter;
Works closely with and supports the Maintenance Manager to ensure smooth and efficient relations;
Responsible for annual appraisals staff schedules, leaves, overtime, etc.
Conducts regular meetings with staff to discuss work progress, schedules, problems, interferences and priorities, etc.;
Ensures and advises on proper and effective allocation and development of Human Resources to ensure maximum efficiency.
Maintain a good client relationship with client using tact and diplomacy in handling client issues to satisfy both parties.
Identifies operation trends, provides analysis of root cause and implements corrective actions to provide continuous improvement to the operation

Soft skills:
Communication: English is essential; Arabic is an advantage;
The job also requires excellent communication skills in order to interact with Managers, Engineers and Contractors
Flexibility: willing to work long hours in shift duties;
The ability to bring people together and assist in reconciling differences;
Excellent organizational skills;
Must be a strong team player (this position involves considerable internal and external interfaces);
Must be motivated, proactive and enthusiastic;
Demonstrates ability to use own initiative and work independently;
b. Technical skills:
Computer literate: must be familiar with MAXIMO, MS Office, spreadsheets and database applications;
Hands-on background in power generation and desalination plant equipment;
Working knowledge of Environmental Regulations as they pertain to the operations and maintenance of an energy generating facility.
Must have manual dexterity in order to operate keyboards, pushbuttons, dials, valves and mechanical actuating devices;
Must demonstrate strong aptitude in mechanical/electrical abilities and production control;
Understand modern power generation and desalination plant process operating practice;
Equipped with power generation and desalination plant engineering concepts;
Able to perform First Aid and CPR.

Must be able to demonstrate management ability with highly developed interpersonal skills including subordinate development, team building and conflict resolution;
