Within the framework of the Reaching All Children with Education (RACE) II strategy which aims to contribute to furthering the equitable right to a quality and relevant education for all children and youth between 03-18 years of age in Lebanon, by addressing policy, systems, quality service-delivery and demand bottlenecks at the national, sub-national and community levels; MEHE is working towards ensuring the access of quality education for children in Lebanon by improving the quality of teaching and learning.
Together with MEHE, the UN aims to support the provision of technical assistance to strengthen the implementation capacities of the MEHE and its institutions.
The Directorate of Academic Guidance and Counseling - DOPS at the MEHE is seeking a Pedagogical Consultant to support the implementation of activities outlined in the 2019 annual work plan between the UN and MEHE-DOPS.
The Pedagogical Consultant will be responsible to support the academic and pedagogical aspects of DOPS activities with the UN. The consultant will be responsible to prepare a framework for monitoring and evaluation of the DOPS counsellor s school visits that builds on the Teachers Competency Framework adopted by MEHE. In addition, the consultant will be responsible to develop an action plan to build the capacities of DOPS counsellors towards achieving the competencies depicted in the Counsellor Competency Framework adapted by MEHE.
Scope of Work and Deliverables:
The consultant is expected to support the UN, MEHE and DOPS with the review and development of materials and tools for the counsellors and coordinators to use in providing coaching, mentoring to teachers in public schools as well as in monitoring their work and progress. It is also expected that the consultant will employ skills of adaptability and flexibility as needed to ensure buy-in from the various stakeholders and consistency of approach to the general goals of the DOPS.
The consultant is expected to work in close coordination with and directly report to the DOPS Director. It addition, he/she is expected to be self-driven and conduct consultations with relevant stakeholders (DOPS counsellors, coordinators, technical staff of the MEHE, DOPS and the UN, etc.). He/she will also report on progress through regular in-person, phone and email briefings, as necessary.
Deliverables include but are not limited to the following:
•Provide technical support to the academic and pedagogical activities of DOPS activities with the UN
•Conduct a desk review of existing studies, reports and texts related to teaching assessment, monitoring and evaluation tools and present it as a matrix summarizing the key findings from the desk review and the gaps in addition to a report with recommendations for development of new tools to address identified gaps and actions with different DOPS stakeholders
•Compile / Develop complete set of new tools or update any existing ones, linking them to each of the 4 domains of the Teacher Competency Framework (TCF) to be readily used during the mentoring visits by DOPS coordinators and counsellors, including tools for classroom observation and coaching sessions
•Design a methodology for analyzing and reporting on findings from the monitoring visits, including quantitative and qualitative data analysis
•Develop an action plan and carry it out for building the capacities of DOPS counsellors on using the new tools and reporting methodology towards achieving the competencies described in the Counsellor Competency Framework (CCF) adapted by MEHE, through giving workshops, trainings as well as coaching and mentoring sessions;
•Conduct a desk review of existing trainings targeting the professional development of DOPS counsellors and compare them to the CCF adapted by MEHE then develop an action plan to build the capacities of DOPS counsellors towards achieving the competencies described in the CCF
•Develop a methodology, in coordination between DOPS and Center for Educational Research and Development (CERD), in order to connect the classroom monitoring to the teacher training, in the aim of providing feedback and guidance to the training modules and follow up on its implementation
A monthly report that outlines progress is expected against the approved work plan with the DOPS Director.
•Achieved a postgraduate degree or equivalent preferably in Education Management related fields.
•At least 5 years of experience in the implementation of educational projects
•At least 3 years of experience in the public sector or nongovernmental organizations or in developmental projects
•Experience in working with a variety of development actors and stakeholders, in particular governmental institutions and ministries
•Experience in facilitating stakeholder consultations
•Experience in designing capacity development materials for educators
•Strong technical background in pedagogy, instructional supervision, and guidance and counselling in the Education sector
•Knowledge of educational approaches appropriate for adult learners
•Strong understanding of instructional supervision, guidance and counseling in education
•Experience in/familiarity with the Lebanese education system
•Proven ICT skills using database software
•Expertise in analyzing data
•Strong training & facilitation skills
•Excellent communication skills
•Ability to travel to project areas
•Strong interpersonal skills, including demonstrated ability to interact effectively in cross-cultural environments and with representatives from different stakeholder groups including civil society, government, UN, and donor agencies
•Capacity to work independently and in collaboration with a variety of partners, and flexibly to adapt to a changing brief and/or context
•Demonstrated ability to meet deadlines and deliver quality outputs
•High proficiency in oral and written Arabic, English is required; Knowledge of French is an advantage
•This is a full-time assignment. The consultant is expected to work 5 days per week (Monday to Friday), 8 hours a day (8:30 4:30)
•The consultant may need to travel to different governorates in Lebanon in liaison with the DOPS -UN planned activities
•The consultant must provide his/her own mobile phone and laptop.
•The consultant is responsible for his/her transportation.
