The Fadhili Cogen Project is key part of the wider Fadhili Gas Plant project, a greenfield development located 30 km west of the city of Jubail in the eastern province of Saudi Arabia. The gas plant will have a capacity for around 2,500 MMSCFD and will process sour gas from the Khursaniyah oil field and the Hasbah non-associated gas field.
Reporting line
The Performance Engineer will report to the Operation Manager.
The Performance Engineer will be responsible for strategically managing company commercial agreements, contracts, overall plant efficiency and the energy conversion process. Key objectives of the role require a proactive approach to explore terminologies within commercial agreements for all opportunities to maximise profit and negotiate contracts. Close monitoring and improvement in power generation and potable water plant operational and maintenance practices. Manage power and water plant expansion modification projects.
The role requires a detailed understanding and practical experience of Independent Water and Power Plant agreement & contracts, power and water plant facility and gas turbine and desalination unit performance and capacity testing, strategic spare part purchasing, FIDIC, energy management, efficiency audits, power plant operations and maintenance. In addition to possession of technical expertise in all technologies associated with the operations of combined cycle gas turbine plant, desalination and potable water plant equipment.
Job responsibility
Safety, Quality & Environment
Ensure compliance to all relevant safety, quality and environmental management procedures and controls. Ensures operation of plant within defined operating parameters to ensure safety of staff, legislative compliance, delivery of high quality products/services and a responsible environmental attitude.
Plant Operations
o Liaison, negotiate and manage the contracts and agreements with off taker, gas supplier, sea water supplier and all other stake holders.
o Responsible to ensure timely receipt of company income, maximise the revenue and the compliance of commercial contracts.
o Disputes resolutions. Prepare timely monthly commercial and performance reports.
o Responsible for preparing the strategic planning about the operational and maintenance requirements and to set the KPI, CKPI and revenue budget for the business.
Monthly Revenue Invoices and Reporting
o Responsible for the quality and approvals of the monthly invoices under PWPA / SWPA, FSA, LTSA and O&M agreement. Also to check and verify the invoices raised by the gas and sea water supplier, LTSA contractors etc.
o To meet with the monthly regional reporting requirements .
o Member for "Electricity Grid code review Panel" . This panel is a permanent body organised by Ministry for Energy and Industries to review and finalise necessary amendments.
o Member of "Kahramaa Power and Water plants/systems Reliability Enhancement Committee".
o Member for "Power System audit review committee" organised by Ministry for Energy and Industries.
o Represent company at various high level initiatives taken by Government inclusive statistical and planning authority and various universities.
Policies & Procedures
o Compliance to commercial contracts/agreements, operational procedures and instructions to ensure work is carried out safely and in a controlled and consistent manner.
o Adhere, prepare and revise Standard Commercial, Operating Procedures based on accepted standards for efficient, safe, and reliable operation.
o Liaison with the regulatory and other governmental agencies
o Finalise and implement all agreements related to any pipe line and utilities crossing, sub license agreements, MOU's, Access and Shared Facilities Agreements.
o People Development and Management :
o Set objectives in line with the departmental targets for self and subordinates, perform its periodical reviews and provide assistance to individuals in achieving the set targets.
Planning, Budgeting and Forecasting
o Prepare strategic planning about the plant operations and maintenance according to the OEM guidelines and best engineering practices.
o Prepare operational revenue budget and monitor for changes and revise the forecasts.
o Prepare, track and forecast revision of the operational CKPI's and KPIs.
o Prepare the annual, short term and long term revenue and dispatch models with tracking and forecasting.
Special Projects and Assignments :
o Perform any special projects i.e. plant expansion, Renewable Power Solar initiative etc.
o Help other businesses in resolving technical issues.
o Provide helping hand to Business Development Team in bidding process for new businesses.
o Technical competence within appropriate disciplines of Mechanical and Thermal Engineering.
o Understanding of modern gas turbine plant operating practices and parameters and thermodynamics.
o Maintain continual awareness of performance issue and areas of shortfall in performance.
o Budget management.
o Ability to manage appropriate software packages and computer literacy.

University Degree in Engineering.
Post graduate qualification in Energy Management and Audit.
Minimum Experience
10 years' experience in Commercial and Performance, plant operations and maintenance of CCGT plants.
o Provide effective support to the operations team to maximize the contribution made to the plant objectives.
o Ability to create, maintain and enhance effective working relationships.
o Ability to formulate and communicate strategic goals and direction.
o Ability to make quality decisions and exercise sound judgment.

Engie MESCAT is the Business Unit responsible for development, construction and operation of large gas and power assets in the Middle East, South Central Asia and Turkey. As part of this development pipeline, Engie has been awarded a Winning Bidder Letter to build, own and operate a large greenfiel d cogeneration plant in Saudi Arabia.
Saudi Aramco (SA) and Saudi Electricity Company (SEC), issued an award to Engie for the Fadhili Cogen Project (an "inside the fence, contracted captive cogeneration" combined cycle plant supplying power 1507 MW, steam 1447 tons/hour & feed water 768.8 tons/hour). The plant is fully contracted for 20 years on BOOT basis - SA offtakes the 100% steam and water, SEC offtakes 100% electrical output. Engie has initiated the construction of a highly efficient and low carbon footprint plant design that fully utilizes the Low BTU gas provided by SA by employing 5 x Siemens SGT6-5000F6.1 Gas Turbines, 5 Doosan HRSGs, 2 Doosan Skoda Steam Turbines. Sufficient redundancy is included in the design for 100% availability & 99.9% reliability of steam / water, 99% reliability for power after accounting for outages. The partners in the Cogen Project are Engie (40%), Saudi Aramco (30%) and Saudi Electricity Company (30%).
