To regulate the work of the personnel section staff in terms of rendering optimum services to company staff in accordance with their employment agreements with respect to the Qatari Labor Law.
Personnel Key Responsibilities:
Develops and updates the Human Resources Department s personnel manual, policies and procedures.
Ensures compliance with the company policies and procedures, the management circulars and requirements, and the Qatari labor laws and regulations.

Manages the preparation and validation of payroll data and work effectively with the finance function to ensure timely and accurate payment of salaries and allowances.
Handles all appropriate award provisions in relation to overtime, shift allowances.
Coordinates and resolves discrepancies.
Participates in the preparation of insurance coverage plans in coordination with the HR manager and the company s insurance brokers.
Deals with minor pay queries.
Maintains leave and sickness/accident records.
Oversees the operation of processes for early retirement and voluntary severance.
Maintains personnel records.
Administers company salaries and benefits programs.
Participates in preparing and monitoring succession plans in terms of Employee transfers and Compensations & Benefits.
Advises Management on staff conditions.

Willing to establish and maintain effective working relationships with managers and staff.
Reviews and updates employees benefits and compensation.
Reviews, develops and updates the company s grading system.

Assigns responsibilities to subordinates and validates their job descriptions.
Develops subordinates on a predefined development plan.
Develops and motivates subordinates to improve current performance and to prepare for advancement.
Handles staff counseling regarding work related problems, provide answer to queries or course to concerned person/s, respond to other employee relations issues then refers them to HR Manager, where appropriate.
Keeps track of the progress of HRIS and ensures its functionality and proper implementation through close coordination with all stakeholders.
Supervises the work of subordinates.
Ensures the proper training for subordinates
Provides senior managers with all the necessary data and statistics relating to Human Resources, in order to assist them in their decision making process
Ensures the proper maintenance and update of employee s files
Provide coaching and mentoring services to managers to develop recruitment skills in addition to providing input into the matching of potential candidates to suitable positions.
Plan, develop and implement strategy for HR management and developments (including recruitment and selection policy/practices, discipline, pay and conditions, contracts, training and development, succession planning, morale and motivation, culture and attitudinal development, performance appraisals and quality management issues).
Establish and maintain appropriate systems for measuring necessary aspects of HR development.
Monitor, measure and report on HR issues, opportunities and development plans and achievements within agreed formats and timescales.
Manage and develop direct reporting staff.
Liaise with other functional/departmental managers so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purposes and achievements.
Maintain awareness and knowledge of contemporary HR development theory and methods and provide suitable interpretation to directors, managers and staff within the organization.
Contribute to the evaluation and development of HR strategy and performance in co-operation with the executive team.
Ensure activities meet with and integrate with organizational requirements for quality management, health and safety, legal stipulations, environmental policies and general duty of care.
- He should be a holder of any other passport, since Lebanese are not able to get a visa in Qatar or a resident in Qatar with NOC.
-Bachelor s Degree in Business Administration / or with HR orientation is a plus.
- Minimum 5 years & more experience in HR functions, Personnel & recruitment.
Other Skills & Abilities:
- Must be proficient in Microsoft Applications (Word, Excel, Access, PowerPoint, Outlook, HRIS).
