Job Description

Roles & Responsibilities

The Planning Engineer is responsible for planning and scheduling activities for assigned bids, projects, or programs against an approved baseline (Performance Measurement Baseline PMB). The role ensures effective monitoring and control of tasks, deliverables, schedule risks, workload, and costs.

The Planning Engineer must have strong expertise in project management structures and baselines (WBS, OBS, RAM, WPDDs, PMB), scheduling techniques (PERT, Critical Path), and Schedule Risk Analysis (SRA). The role also supports claims-related activities including Extension of Time (EOT) and delay analysis, and performs basic Earned Value tracking and variance analysis to support corrective actions.

Key Responsibilities

  • Develop the contract programme using contract documents, WBS structures, cost and resource loading, and relevant project inputs.

  • Support portfolio management activities (project requests and resource capacity planning).

  • Support feasibility and strategic planning to establish milestones across pre- and post-construction phases (procurement, design, tender).

  • Prepare resource plans using productivity rates.

  • Prepare operational schedules and monitor project progress based on site conditions.

  • Produce and monitor daily/weekly/monthly planning reports and KPIs.

  • Report progress and critical planning issues to project management and propose mitigation actions for expected delays.

  • Prepare delay analysis with the Commercial team to support Extension of Time (EOT) and claims.

  • Follow up delays and support preparation of formal correspondence to reserve contractual rights for claims.

  • Coordinate with client and consultant to avoid delays during project execution.

  • Ensure quality and approval of project controls procedures, schedules, cost reports, and reporting deliverables.

  • Prepare the Project Controls Plan and support development of project controls procedures.

  • Lead/support risk management activities; consolidate risk analysis and monitor updates.

  • Coordinate with Finance for target sales, budget tracking, and invoicing.

  • Support contract reviews through collection and analysis of project performance data (schedule, cost, and resource needs).

Technical Skills

  • Strong working knowledge of Primavera P6.

  • Advanced MS Office skills (Word, Excel, PowerPoint).

  • Strong understanding of scheduling concepts including Critical Path and schedule acceleration principles.

  • Basic Earned Value tracking and variance analysis (cost and schedule).

Soft Skills

  • Strong organizational skills and attention to detail.

  • Excellent communication and coordination skills.

  • Proactive, solution-oriented mindset.

  • Able to work effectively with one or multiple teams.

Health, Safety & Environment (HSE)

  • Ensure personal safety and the safety of others.

  • Comply with local HSE laws and company HSE requirements.

  • Use PPE and safety equipment as required.

  • Promote environmental responsibility (waste reduction, recycling, energy/water conservation).

  • Stop work and report immediately if any activity may impact health and safety.

Desired Candidate Profile

Experience

  • Minimum 4 years of experience in project management.

  • Minimum 6 years of experience in Communications and Control Systems projects (international exposure preferred).

  • Technical experience in metro/railway systems, including communications & control, security, passenger information and comfort systems.

  • Proven ability to manage customers/stakeholders in complex, multicultural environments across multi-disciplinary technical areas.

  • Strong leadership skills and ability to manage teams/resources without direct reporting lines.

Education & Certifications

  • University Degree in Engineering (Electronic / Telecommunication / Computer Engineering).

  • Professional certificates in Planning & Scheduling (preferred).
