UNICEF Lebanon is looking for Planning and Monitoring Officers who is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in advocating for an environment whereby all programmes are supported in matter of planning, monitoring and information management.
How can you make a difference?
• Support in the preparation of the new country programme and ensure adequate programme documentation for the Country Programme Recommendation (CPR) and related documents such as CPD, CPMP, and CPAP, ensuring consistency with UNICEF Strategic Plan, national priorities, sectoral strategies and goals.
• The UNICEF workplan is properly set as per RBM structure, with indicators progressively monitored ensuring targets achievement.
• Provide technical support to UNICEF programme to identify and adjust outcomes, outputs and performance indicators.
• Support the different UNICEF programme in planning their work plan and defining their targets/budget. Support in the development of Partners Cooperation Agreements (PCAs) and advice on setting adequate outputs, activities and targets as per the HRRP. Assist in the development of tools used for PCAs monitoring.
• Support UNICEF sections in managing their programmes based on an appropriate Result Based Management.
• Build the capacities of UNICEF partner on the use of monitoring tools.
• Support counterparts (Ministries, NGOs) in capacity strengthening in matter of planning, monitoring and evaluation by connecting the counterparts with relevant resources, including UNICEF staff, academic and other institutions
• Manage and run in a systematic way the monitoring of the Country Office Performance (HPM and other) by collecting key data and analyzing it and making it available to management and the Country Management Team.
• IM products are produced on monthly/weekly/ad hock basis to support all UNICEF programmes
• Support data collection, analysis, dissemination processes relevant to programme needs, including map production.
• Proactively gather information from interagency humanitarian stakeholders of which may be helpful for informing decisions, including movement of population, IS locations, social development centres, community centres, and other relevant information.
• Provide the necessary tools and approach to run assessments.
• Manage collected data through surveys and assessments.
• Identify secondary data and information resources that would complement information needs of UNICEF country office, as appropriate.
• Collect and maintain an inventory of relevant documents on the situation for children and women, i.e. mission reports, assessments, evaluations, etc, made accessible in an appropriate location- hard copies, email, web, etc.
• Liaise with other agencies and IM Focal Points for data/information and knowledge that can inform UNICEF response and preparedness decisions.
• Support UNICEF zonal offices for ensuring systemized use and approach of PRIME tools.
• Build GIS and mapping capacities of the IMOs in the zonal offices.
• Develop standard mapping templates of different scales for UNICEF.
• Develop GIS sector related directories used for archiving UNICEF products.
To qualify as an advocate for every child you will have
• An university degree in social sciences, development planning, planning, evaluation, survey implementation, statistics, research or any other relevant field.
A minimum of two years of relevant professional experience in programme development and implementation including monitoring and evaluation activities as follows:
• Monitoring management
• At least one instance of exposure to emergency programming, including Preparedness planning, active involvement in a humanitarian crisis response programme preferred.
• Experience in working for operational UN agency or NGO is an advantage.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English and Arabic is required.
