The Mashroat Infrastructure Planning Department is looking to employ a well-qualified and highly experienced Senior Urban Planner to manage the Department's 5-Year Projects Portfolio Planning section.
Role Responsibilities:
-The Manager will provide direct support to the Department Director and drive the section's learner partner program.
-The Manager will manage the day-to-day running of the Department section and have the following key responsibilities:
-Maintain and where necessary, update the Entity 5-Year Projects Portfolio Planning Guide.
-Coordinate with the Ministry of Municipalities and Regional Affairs and their selected consultants throughout the duration of the National Spatial Strategy program (Phases 1 - 4) in order to provide Mashroat inputs into the NSS - as and when required.
-In conjunction with the Mashroat Enablement Department, manage the training of Entities in 5-Year Projects Portfolio Planning.
-Assist in the ongoing development / refinement of course material to train Entities (and their EPMOs) in 5-Year Projects Portfolio Planning.
-Facilitate and participate in 5-Year Projects Portfolio Planning training workshops.
-Support Entities and their EPMOs throughout key stages of their annual 5-Year Projects Portfolio Planning process;
-Provide support to Entities and EPMOs undertaking Stage 2 - Project Initial Planning;
-Provide support to the Department's National Integrated Infrastructure Planning section.
-Drive and actively manage the Department's learner partner program.
Requirements - Technical Competencies:
-Degree or postgraduate qualification in urban planning.
-Minimum of 15 continuous years of relevant experience in strategic urban planning, master planning and large scale urban design / development projects.
-Strong English language communication and report writing skills.
-Minimum of 5 Years relevant experience within the GCC (preferably also within the KSA) and a sound understanding of the cultural norms of the region.
-Ability to prepare clear strategic planning procedures and user friendly 'tools' (i.e. checklist, templates etc.) to assist Entities in undertaking 'forward-looking' strategic planning.
-Experience in the development of strategic planning related training courses.
-Experience in facilitating training courses.
-Knowledge of Microsoft Office and Adobe Design Suite software programs and have the ability to prepare high quality documents for both internal, client and entity submissions.
Requirements - Behavioral Competencies:
-Must have excellent interpersonal skills, be a genuine team player and have a 'knowledge sharing' approach;
-Will have strong consultancy management experience and be looking to broaden their planning skillset within the Mashroat (National Project, Operations & Maintenance Management Organization) context;
-Ability to solve problems and be able to understand the needs and requirements of the Mashroat Client Body, Entities and their EPMOs:
-Must be able to work within a multi-national, multi-disciplinary and multi-cultural team and be experienced in managing challenging relationships, across a range of entities;
-Must be self-driven and able to plan and execute work without direct supervision from senior management, and
-Must to be flexible and able to adapt to working in a large scale, demanding PMO environment, including the need to travel and work remotely when required.
