Leads team of engineers in carrying out detailed engineering work for large sized projects from concept to detailed engineering within Project Budget requirements. Serves as the tie-in in the department team for inter-discipline engineering concerned with the project. Accountable for overall discipline related activities for the successful completion of project within allotted schedule, manpower and costs.
Consults Project Engineering Manager on issues which may affect budget, schedule, resources, layout, and equipment specifications. Makes recommendations on mobilization/demobilization of discipline engineers on the Project.
Review Contract Scope of Work, Design Basis, BEDD, Project Specifications, Equipment & Package Data Sheets, Control Room & Other Rooms & Shelters Layout and Architectural Drawings, Duct Piping & Instrumentation Diagrams (P&IDs & D&IDs), Plot plans, Fire & Gas Detection Layouts, GA Drawings, Philosophies, HSE requirements and other relevant documents.
Establish contract review criteria, review proposal engineering documents, identify & resolve discrepancies and divergences from original proposal through technical queries to projects/client.
Lead FEED verification & Design Reviews activity based on contract requirements, company standards, industry practices and international codes & standards.
Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, time schedules and other requirements for execution of the work.
Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.
Develop Manpower charts and schedules, and distribute assigned manpower for the execution of engineering activities within budgeted project man-hours. Recommend cost effective measures to reduce overall manpower costs.
Review & facilitate inputs from other disciplines viz. BEDD, Process Design Basis, P&IDs, HVAC Loads for Equipment & Systems, Building/Architectural Layout & other Inputs, key SLD, Control Philosophy, Piping Material Specifications, Electrical and Instrumentation Specifications for Packages, Power supply, Utility requirements, Material selections, HSE & Environmental regulations and other applicable Project Specifications.
Ensure interfacing & integration of equipment/package with the plant & facilities by issuance of engineering documents for Inter-Discipline Checks (IDC’s), and managing technical interfaces amongst various disciplines by capturing changes as work progresses.
Select & specify HVAC system design parameters including package type & configuration, equipment type, capacity, capacity controls, power supply, material of construction, pressure requirements, limitations of operating environment and other parameters.
Review HVAC Data Sheets & Schematics including equipment sizing, heat load calculations, ventilation calculations, pressurizations calculations etc.
Review HVAC control system operational philosophy and inputs to Vendor for design of HVAC control system. Ensure F&G System & HVAC Control System Interfaces with Instrumentation.
Arrange inputs for the preparation of plot plans, room & shelter layouts, single line diagram, weight control sheet etc. Organize review of engineering documents of other discipline through Inter-Discipline Checks (IDC’s) and design reviews.
Review technical inquiry request (Inquiry Requisitions), and participate in the technical evaluation of bids. Direct and provide guidance in the Technical Bid Evaluations (TBE), ensure vendor’s packages are proven & well referenced, and confirms to Project Specification & Data Sheets.
Administer the preparation of Purchase Requisitions for the procurement of equipment and materials. Review vendor quality plans, ensure vendor equipment’s compatibility and compliance with Project Specifications. Coordinate with procurement and ascertain vendor print submission is as per engineering schedule.
Supervise review of vendor drawings and documents, design calculations, and ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.
Interface with client and vendor representatives, conduct internal team meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues and provide progress reports inputs.
Participate in HAZOP, SIL & other design review meeting with representatives of other engineering disciplines and client.
Ensure compliance with Company’s Quality procedures. Coordinate Internal and external audit requests, facilitate audit and close out audit actions & observations as per Project Quality Plan & Quality Procedures.
Apply lesson learnt from previous projects. Organize Internal Technical Audits and Technical Assurance Checks at appropriate stages of engineering development.
Review shop test procedures & test plans and participate in Performance Tests & FAT at Supplier Works.
Provide technical support to construction sites and commissioning team, during site (yard) fabrication & installation, commissioning, and startups of equipment & packages, as required.
Contribute to development of department by providing project engineering & cost data, lessons learnt & other feedbacks from the project, and training of young engineers and trainees assigned on Projects.
Work on Development of Standards/Data Sheets/Other Tools to improve productivity.
Bachelor Degree in Mechanical Engineering with a minimum of 15 years of related Oil and Gas industry experience preferably from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry.
A minimum of 4 years of Experience within the off-shore oil & gas industry working for Offshore Engineering Consultants / EPCI Contractors. Must have worked as Lead Engineer on at least one offshore Oil and Gas Projects.
