Roles & Responsibilities

Key Responsibilities

  • Develop and implement integrated program controls processes covering schedule, cost, change, and risk management
  • Build and maintain a master program schedule capturing all work packages and interdependencies
  • Review, validate, and approve contractors baseline schedules to ensure contract and technical compliance
  • Assess resource loading and schedule feasibility to support timely project completion
  • Conduct What-If scenario analysis to assess impacts of changes and propose corrective strategies
  • Perform earned value analysis (EVA), track KPIs, and prepare regular program performance dashboards
  • Identify risks and conflicts early and update the program risk register with mitigation actions
  • Lead trend analysis, forecasting, and program-wide controls studies to support decision-making
  • Review EoT, disruption, and delay claims using accepted delay analysis methodologies
  • Issue schedule-related notices, evaluate contractor performance, and advise on schedule recovery options
  • Coordinate with clients, consultants, and contractors to resolve planning and controls issues
  • Lead program controls meetings, workshops, and governance sessions
  • Provide training, direction, and leadership to project controls teams across the program
  • Prepare and maintain concise meeting minutes, reports, and execution actions
  • Ensure full compliance with program governance, contractual requirements, and safety guidelines
  • Develop standardized reporting, performance measurement baselines, and progress dashboards
  • Support PMIS deployment and ensure effective use of digital tools across teams
  • Provide expert input on construction sequencing, phasing, interface management, and value engineering
  • Participate in lessons-learned activities to drive continuous improvement

Desired Candidate Profile

Ideal Profile

  • Bachelor s degree in civil engineering or related discipline; master s degree preferred
  • Minimum 15 years of experience in large-scale infrastructure programs, including aviation projects
  • Strong leadership and communication skills with the ability to manage multidisciplinary teams
  • Proficiency in modern project controls tools and reporting systems
  • Middle East experience is advantageous
  • Strong understanding of scheduling, risk, cost control, change management, and PMIS platforms
