Roles & Responsibilities
Summary:
Royal International Construction is seeking a highly qualified and experienced Project HSE Manager to lead all aspects of Health, Safety, and Environmental management across our ongoing civil and infrastructure projects. The role requires a strategic professional with strong leadership, technical expertise, and a passion for promoting a proactive safety culture throughout all project stages.
Responsibilities:
- Develop, implement, and maintain HSE policies, systems, and procedures in alignment with company and project requirements.
- Ensure compliance with local regulations, ISO 45001, and ISO 14001 standards.
- Conduct risk assessments, safety audits, and incident investigations, ensuring corrective actions are effectively implemented.
- Provide HSE training and awareness programs to all staff and subcontractors.
- Lead site inspections and support project teams in maintaining a safe working environment.
- Liaise with clients, consultants, and government authorities on all HSE matters.
- Promote a strong safety-first culture, ensuring that HSE objectives are integrated into all project operations.
Education & Experience
- Bachelor's degree in occupational health and safety, Environmental Science, or Engineering (or a related field).
- Minimum 15 years of experience in Health, Safety, and Environmental Management within the Civil Engineering and Construction industry.
- At least 5+ years in a managerial capacity overseeing project-level HSE operations.
- Proven background in project management and industrial/construction environments.
Professional Certifications (Mandatory)
- NEBOSH Level 6 (or equivalent)
- CSP (Certified Safety Professional)
- NVQ Level 6
- Lead Auditor Certifications - ISO 45001 and ISO 14001
- Additional recognized HSE certifications will be considered an advantage.
Knowledge & Skills
Technical Expertise:
- In-depth knowledge of HSE management systems and procedures.
- Strong understanding of ISO 45001, ISO 14001, and relevant safety legislation.
- Skilled in risk assessment methods (HAZOP, JSA) and incident investigation techniques.

- Leadership: Ability to inspire and drive a positive safety culture across project teams.
- Communication: Excellent written and verbal communication skills for engaging all levels of staff and external stakeholders.
- Problem-Solving: Strong analytical and decision-making skills to develop effective HSE plans and solutions.
- Organization: Exceptional attention to detail and the ability to manage multiple priorities effectively.
