Handicap International (HI) started its activities in Iraq in 1991.
HI s strategy in Iraq for 2018 includes 3 main components:
- Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation
- Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial support services, support to local structure, inclusion, protection assessments,)
- Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.
The current operations are implemented through direct intervention and through local partners in the Kurdistan region (development projects), in the former disputed territories of Iraq (emergency and mine action projects) and in Central Iraq through partners. HI currently has a country coordination office in Erbil, three field offices in Mosul, Kirkuk and Khanaqin with a sub office in Kalar and is opening an office in Baghdad.
Following the Kurdistan referendum aftermath and the shift of authorities in disputed territories in autumn 2017, in Diyala only the district of Kifri remains under the control of the Kurdish Regional Government (KRG). Kalar being part of the Kurdistan region since the agreement of 1991, its status isn t debated. Being the new border with federal Iraq, an important contingent of Peshmerga forces are stationed there and the security situation in town and in the immediate surroundings remains relatively stable. Access to South Diyala has been possible through a good liaison with local authorities who welcome HI to implement activities in those areas where few humanitarian actors are working.
Nonetheless, due to the unstable security situation as a result the presence of non-state armed actors; religious, political, military and boundary differences; and dire economic living conditions in many areas, displacement of people will continue to be experienced, as well as continued insecurity in some areas.
Under the direct responsibility and support of the Field Coordinator, and in close collaboration with the Operation Coordinator, the Deputy Operations Coordinator, the Technical Unit Coordinator and the Technical Advisors, you will be responsible for:
-Management of the implementation of inclusion, Rehabilitation, Mental Health, Psycho-Social Support and Risk Education activities in Diyala
-Management and supervision of training of the local HI team and the partners staff
-Supervision and management of the HI operational team
-Monitoring of the result achievements and indicators, as per the logical framework and monitoring plan, including the activities of local partners
-Ensuring the respect of quality and technical standards in the implementation of the activities, in collaboration with the Technical Unit
-Contribution to the definition of the strategy of intervention and the operational modalities in collaboration with the Operations Coordinator
-Monitor the humanitarian situation, assess new potential areas of intervention and monitor and document protection concerns
-Manage the start-up of operational activities from Baghdad
-Coordination with the local implementing partners (RE implementing partner, Community, hospitals and rehabilitation centres)
-Representation with Directorate of Health authorities in Diyala (in collaboration with the Field Coordinator)
-Participation in local coordination meetings and networking with local authorities, UN agencies and NGOs (national mine action authorities, protection working group, Returnees working group, etc.)
-Participation in the coordination of media visits
-Under supervision of the field coordinator, coordinate with local authorities to access and assess new potential areas of intervention
-Monitoring of the financial and logistics aspects of the activities and the respect of HI procedures, in close collaboration with the administration and logistics departments and the Field Coordinator
-Management of the operational budget for the activities in Diyala
-Supervision and management of the HI Operational team under his/her responsibility (ensure Individual Action Plans are done, appraisals, disciplinary measures taken when necessary)
-Ensure capacity building of staff under his/her responsibility, with specific focus on Deputy Project Manager
-Ensure strict application and respect of the internal regulation by the staff under your supervision
-Ensure conflict resolution within your team
-Propose relevant adaptation of the organizational chart of the activities and contribute to its implementation
-Ensure a good communication flow through coordination meeting
-Preparation and follow-up of the partnership agreements with partners
-At least 3 years of professional experience in humanitarian / emergency contexts
-At least 2 years in management of humanitarian projects
-At least 2 years in Health or Protection project management
-Experience in the Middle East would be a strong asset
-Previous experience of work with local partners and/or in remote-management settings is an asset
-Experience in projects with rehabilitative care, psychosocial support and/or risk education is a strong asset
-Project management skills
-Good understanding of HR, logistics and financial procedures
-MHPSS or Rehab studies/background would be a strong asset
