Job Description

Roles & Responsibilities

The Quantity Surveyor is responsible for leading commercial, contractual, and cost management functions across healthcare infrastructure projects including hospitals, clinics, diagnostic centres, and healthcare retail facilities. The role ensures accurate cost planning, financial control, procurement support, and contract administration while maintaining alignment with project budgets, timelines, and quality standards.

This position plays a critical role in managing project financial performance, mitigating commercial risks, and ensuring cost-effective delivery of healthcare facilities that meet regulatory, operational, and technical requirements.


Commercial Management & Cost Control

  • Lead cost planning, budgeting, forecasting, and financial monitoring across healthcare infrastructure projects.

  • Prepare detailed cost estimates, BOQs, tender cost plans, and commercial feasibility studies.

  • Monitor project budgets, cash flows, and cost performance throughout the project lifecycle.

  • Identify cost risks, recommend mitigation strategies, and ensure financial discipline.

  • Provide regular commercial reports and financial insights to senior management.

Tendering & Procurement Management

  • Manage tender preparation, bid evaluation, contractor selection, and commercial negotiations.

  • Review contractor proposals, cost submissions, and value engineering opportunities.

  • Support procurement strategies for medical equipment, infrastructure systems, and fit-out works.

  • Ensure competitive procurement while maintaining quality and compliance standards.

Contract Administration

  • Draft, review, and administer contracts, subcontracts, and commercial agreements.

  • Manage variations, claims, change orders, and contractual disputes.

  • Ensure compliance with contractual obligations and regulatory requirements.

  • Support project teams on contractual interpretation and commercial risk management.

Healthcare Infrastructure Cost Expertise

  • Manage cost aspects related to specialized healthcare infrastructure including:

o Medical equipment installations and integration

o Medical gas systems, modular OTs, nurse call systems

o Diagnostic and laboratory infrastructure

o Healthcare fit-out and retail healthcare environments

  • Ensure cost alignment with healthcare regulatory standards and operational requirement

Financial Reporting & Stakeholder Coordination

  • Prepare financial reports, cost analyses, variance reports, and commercial dashboards.

  • Liaise with project managers, engineers, planners, finance teams, consultants, and contractors.

  • Support client commercial discussions, progress meetings, and project reviews.

  • Provide strategic commercial input for project planning and execution.

Team Leadership & Capability Development

  • Lead and mentor quantity surveying teams across projects.

  • Ensure adherence to commercial procedures, documentation standards, and best practices.

  • Support continuous improvement in cost management processes and reporting.

Health & Safety

To work towards the fulfilment of EHS “Target Zero” objective (zero injuries, zero accidents, zero environmental incidents)

Desired Candidate Profile

  • Bachelor’s degree in quantity surveying, Civil Engineering, Construction Management, or related discipline.

  • Minimum 10 years of experience in quantity surveying, commercial management, or cost control roles.

  • Strong experience in healthcare infrastructure, hospital projects, medical facilities, or complex fit-out projects preferred.

  • Proven experience in contract administration, tender management, and project cost control.

  • Familiarity with healthcare regulatory standards impacting construction and infrastructure projects is advantageous.

  • Proficiency in cost estimation tools, project financial systems, and MS Office applications.

  • Strong analytical skills, commercial acumen, negotiation ability, and stakeholder management capability.

  • Experience leading teams and managing multi-project commercial portfolios preferred.
