Job Description

Roles & Responsibilities

Pre- & Post-Contract

  • Execute the project contract strategy based on applicable laws, client requirements, and project execution strategy, considering risks, pricing, scope, and schedule. Develop and implement the contract execution plan.

  • Provide contract management support to the Project Manager and team to ensure proper contract formation and administration throughout the project lifecycle.

  • Participate in project meetings and collaborate with Construction, Engineering, Procurement, and Finance to monitor project activities affecting contracts, identify opportunities for revenue improvement and claim avoidance, and ensure compliance with contract terms.

  • Assess and mitigate commercial and contractual risks.

  • Review contractual clarifications and negotiate contractual and payment terms with clients to minimize risk.

  • Coordinate with Estimation and Finance to maintain budget control when issuing material requisitions, LOAs, subcontract works, and site variations.

Claims & Extension of Time (EOT)

  • Work with project stakeholders to evaluate claims related to additional costs or time extensions, determine entitlement, and protect Desert Group’s contractual rights.

  • Prepare claim reports, correspondence, and analysis related to schedule delays, productivity, labor/material escalation, design issues, and contract interpretation.

  • Conduct site re-measurement where required to verify work quantities for claim purposes.

  • Participate in contract close-out and settlement negotiations.

  • Manage claim submissions for cost recovery and EOT, track claim status, and analyze schedule and cost impacts.

  • Identify contractual remedies for recovering cost or time and analyze baseline vs. actual schedules to determine responsibility for delays.

  • Ensure all claim-related correspondence complies with contractual requirements.

Project & Cost Control

  • Execute project control programs and review contract drafts to ensure proper cost and scope definition.

  • Provide recommendations to avoid additional costs and minimize claim exposure.

  • Ensure construction contracts are executed in line with agreed commercial, financial, and quality targets.

  • Maintain detailed cost records to improve future tendering and budgeting.

  • Maximize project cash flow through accurate measurement, valuation, invoicing, and supplier payments.

  • Include risk contingencies in budgets and monitor cost mitigation measures.

  • Review subcontract values against budgets and analyze cost variances (materials, machinery, manpower).

  • Coordinate with the Estimation department on budget or site-related issues.

  • Review project records including contractual notices, time spent, costs incurred, productivity, and escalation impacts.

Procurement

  • Support the project team in defining procurement scope and preparing procurement plans, schedules, estimates, forecasts, and budgets.

Project Receipts & Collections

  • Ensure timely approval and payment of project progress claims by clients and consultants to maintain positive project cash flow.

  • Follow up on payment certificates and collections.

  • Review and approve subcontractor and supplier invoices before submission to Finance.

  • Maintain accurate documentation for project variations and supporting records.

Project Close-Out

  • Oversee preparation and submission of final project accounts.

  • Support Project Managers in dispute resolution and contract settlement.

Other Duties

  • Perform additional responsibilities related to the role as required.

Desired Candidate Profile

  • Bachelor degree in Quantity Surveying/Civil Engineering from a recognized University.

  • Minimum 8 - 10 years of relevant professional experience at similar level.

  • Excellent communication skills both written and verbal

  • Bold personality, strong analytical, interpersonal and presentation skills preferred

  • Must be able to demonstrate a high level of trust and confidentiality

  • Passionate team player and driven to exceed results

  • Good knowledge in Landscaping, Grounds maintenance and Irrigation

  • UAE Driving License is must

  • Experience in estimation, cost planning and evaluation of claims.

  • Computer-literate performer with extensive software proficiency covering wide variety of applications.

  • Good knowledge of statistical methods and their applications

  • Demonstrate innovative approaches to problem solving and an ability to negotiate across the various levels of any construction environment.

  • Dynamic with Initiative who can get the job done, strong personality

  • Member of RICS, AIQS, Institute of Commercial Management preferred
