The purpose of the Iraq Governance Performance and Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. Reform initiatives includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA has four (4) objectives:
1. Enhance GOI service delivery capacity
2. Improve public financial management
3. Strengthen monitoring and oversight of service delivery and public expenditure
4. Support Iraqi change agents (cross-cutting objective)
Purpose: This consultancy falls under IGPA s Objective 4. The Reform Coordinator will be a part of the team within the Deputy Prime Minister's office. The consultant will coordinate with high-level Kurdistan Regional Government (KRG) officials in the Ministries of Labor and Social Affairs and Finance and Economy.
Period of Performance : The duration of this consultancy will be one year with the option for extensions.
Responsibilities and Key Tasks:
The objective of this technical assistance is to provide senior advisory support, through a Reform Coordinator (hereafter referred to as Coordinator ), for the Kurdistan Regional Govern, to coordinate across the KRG the implementation of reforms related to the Identity Management System (IMS).
The Coordinator will ensure the timely implementation of IMS-related reforms such as a centralized KRG payroll system, enabling the transfer of biometrically registered KRG employees from one KRG accounting unit to another, linking the IMS to register death certificates from the Ministry of Health and the Ministry of Justice, and linking the IMS to other KRG databases in development like the Ministry of Labor and Social Affairs Automated Pension Management Information System, the Ministry of Labor and Social Affairs Social Protection System, and the Ministry of Finance and Economy s (MOFE) tax database.
Additionally, the Coordinator will help the Deputy Prime Minister s Office (DPMO) orchestrate reforms related to improving water and waste management services, supporting KRG decentralization, improving the business-enabling environment, and reforms related to the World Bank's and International Monetary Fund s (IMF) efforts to improve public financial management and oversight being done by the MOFE, Ministry of Planning, etc. The Coordinator also may work with civil society to ensure improved service delivery and budget oversight.
The Coordinator will help track USAID-funded assistance provided to the Ministry of Economy and Finance s (MOEF) for the areas of need identified by the consulting firm Inventis, i.e., 1) Government Financial Management Information System (GFMIS); 2) the Payroll and Retirement Management System; 3) the Integrated Tax Administration System (ITAS); 4) the Integrated Customs Information System (ICIS); and 5) the Debt Management System.
The Coordinator will ensure that any new KRG database links to the IMS if necessary. Of the five areas above, the Coordinator will help USAID focus on assisting the Government Financial Management Information System, the Payroll and Retirement Management System, and the Debt Management System, which require no negotiations between Erbil and Baghdad to proceed.
• Assist KRG counterparts and relevant stakeholders in the day-to-day operationalization of IMS-related reforms;
• Serve as the key interlocutor with USAID on KRG reforms and on DPMO technical assistance requests;
• Ensure the development of scopes of work for technical assistance requests by the DPMO;
• Coordinate with all other KRG reform initiatives to avoid duplication of efforts, build international support, and exchange information and organize when appropriate.
• Ensure overall coherence and collective donor engagement in terms of IMS-related reforms;
• Develop and maintain a matrix of international assistance to IMS-related reforms; and
• Identify possible entry points for donor engagement to assist initiatives including in the development of innovative and context specific conceptual ideas and project proposals;
• Organize and facilitate Reform Sub -Working Group meetings, drafting agendas, calling letters, briefing notes and related documents
Consultancy Deliverables :
a. Action Plan Due within 90 days of the effective date of employment. The action plan will be a detailed implementation plan that aligns with KRG reform priorities to increase the efficiency of public expenditure management in the areas related to improving public financial management and service delivery. The action plan will prioritize KRG s Identity Management System (IDMS), Government Financial Management Information System, thePayroll and Retirement Management System, and the Debt Management System.
This action plan will include:
• Project Plans, dependencies, milestones, and target delivery dates;
• Risks/Issues, mitigation plans and contingencies;
• A catalogue of Scopes of Works (SOWs)/Terms of Reference (TORs) that support delivery of the Plan (both for Technical Assistance (TA) and goods/services) along with a procurement strategy that includes methods, plans and timelines;
• A Monitoring & Evaluation (M&E) framework for the engagement and supporting SoWs; and,
• A list of recommended interventions for technical assistance by USAID/Iraq.
b. On-going M&E outputs as required by USAID/Iraq, including risk/issues, quality and communications plan status.
c. Weekly written bulleted emails (e.g., 3 - 4 bullets) on work in progress, accomplishments, or challenges to the Coordinator s tasks and responsibilities due 15:00 every Thursday;
d. Ad hoc policy notes/information requests for USAID/Iraq on specific subjects related to reforms as required;
e. Monthly progress reports the second Wednesday of each month the advisor will provide to USAID/Iraq a brief report of no more than two (2) pages highlighting progress made against the Action Plan and adjustments to be made as necessary.
f. Final progress report one month before project end date, provide to USAID/Iraq a three to five (3-5) page final report summarizing results achieved, challenges encountered, and recommended next steps.
