Job Purpose
role holder is responsible for driving strategic regulatory studies &
analysis related to market and economic trends. The role holder is also responsible for
developing a quantitative analysis of the impact of potential regulations on
STC. The role holder shall carry out his duties in accordance with the
stipulated business policies and procedures.
Core Responsibilities
• Participates in the development and
implementation of the Profitability Management General Directorate plans, in
line with the corporate objectives.
• Directs and manages the Regulatory Economic &
Financial Studies Department mandates, providing leadership and facilitating
work processes in order to achieve high performance standards.
• Manages and controls change in the Regulatory
Economic & Financial Studies Department providing guidance and support,
necessary for continuous improvement.
• Ensures compliance with organizational policies,
procedures and quality standards in the Regulatory Economic & Financial
Studies Department.
• Conducts economic and financial analysis on
Regulatory obligations and decisions
• Ensure to undertakes in-depth economic analysis
to provide thought leadership papers for publication, for submissions to the
regulator and for internal use
• Manage the Analysis impact of various changes on reference
offers from a cost perspective
• Develops a quantitative analysis of the impact of
potential regulations on STC through economic analysis and identify best
company position
• Provides senior stakeholders at STC with insights
on bottom line and top line impact of cost related regulations
• Provides inputs for accounting and cost
regulation requirements including cost modeling and account separation
• Drives strategic regulatory studies &
analysis related to market and economic trends and advise different business
units and functional units accordingly
• Prepares studies to reduce costs from Regulatory
obligations via scenario analyses and simulations
• Coordinates the development of a coherent and
comprehensive costing model as required by Regulator
• Conducts studies and scenario analysis on
financial and economic impact of likely regulatory obligations/decisions
based on benchmarks and in-depth research
• Conducts in-depth benchmarks on separation and
other cost related regulations and identify potential actions for STC to
• Supports in preparation of regulatory financial
statements required by CITC, including under any accounting separation rules
• Reviews, monitors and audits payments of spectrum
frequency, numbers assignment fees, in order to assure conformity and avoid
any excess payments
• Reviews & approves all payments related to
regulatory government fees & expenses
• Manages and lead activities relating to payment
of Government dues & royalties
• Manages Financial activities and budget related
to Spectrum Licenses and Numbering
• Leads activities and discussions related to
Government fees optimization
• Defines goals and key performance indicators for
each member of the team and ensures effective application of the STC
performance management process.
• Directs planning and selection of manpower in the
Data Management Department, in line with the business and operational plans.
• Ensures high level of employee engagement and
capability development by providing on-going feedback and coaching team members
within the Data Management Department.
• Bachelor s degree in Finance/ accountant/
economics or business administration
• Master s degree in Finance
of Experience
• A minimum of 8 years of relevant experience with
at least 3-4 years in a similar role
of Experience
Prior experience in disputes resolution
and legal consultation in a large organization, with at least 2-3 years in a
supervisory role
Prior experience in the KSA telecommunications
industry or a similar consumer service oriented industry of a large scale is
