The purpose of the position is to help ensure the financial viability of the emergency intervention, the management of CI mobilized resources, to support financial managers in the hubs and fill in gaps when necessary. S/he plays a crucial role in providing high quality financial management necessary to support an effective humanitarian operation. Specifically the position will be responsible for leading on maintaining the CARE Syria master budgets, budgeting large priority grants, developing policy on financial management, gap filling when necessary for financial managers in the hubs, ongoing coaching and capacity building, plus other tasks and projects, as and when required.
CARE is looking for an experienced financial manager with high level skills with experience in managing finance in a complex organizational environment in transition, operating in the challenging and risk-prone context of Syria. This is a roving position, with extensive travel (60%) anticipated to the hubs in the region to support the teams in situ.
The Roving Finance Manger profile includes: first and foremost an excellent financial manager and planner, preferably with a solid technical understanding of sub recipient grant management and procurement. We are looking for someone who will bring analytical skills, attention to detail, ability to work effectively under time pressure, and ability to influence and collaborate with senior program, and program support staff across the region. We are looking for a team player and proactive individual with the ability to offer guidance on systems and structures, prioritization, and who has proven experience in operating in a structure in transition. Arabic language skills and understanding of the Middle East are desirable but not required.
The position has direct reporting line to the Finance Director for Syria.

• 7 years experience in a senior finance management and accounting role in a country office environment
• 7 years experience in not-for-profit financial, budgeting, accounting, financial reporting, grants/contract management and business management in developing countries
• Thorough knowledge of financial and accountings practices and procedures
