DRC is leading the Resilient Youth Socially and Economically Empowered (RYSE) consortium, aimed to develop and mobilize a dynamic, powerful, multi-stakeholder initiative/eco-system focusing on empowering at displaced and conflict-affected youth to become the much-needed positive change agents. The vision is to develop a flagship model, in which youth, governments, private sector companies as well as investors and civil organizations together educate, embolden and enable youth to fulfil their critical role in a future Syria and Jordan and to pursue their life ambitions. The key target group are Syrian youth who are displaced and living as refugees in Jordan but also vulnerable young Jordanians who have been massively affected by the conflicts in the region.
In line with the theory of change, objective one of the proposed project is to enable youth to be agents of change in their communities by empowering them with transformative civic skills and meaningful opportunities for civic participation. Throughout the project design phase youth have been involved, validating priorities, and this trajectory will be pursued during the life span of the implementation. Through both formal and informal educational system, institutions and organizations, youth will receive age-appropriate life skills training that will strengthen their civic skills, before being supported to utilize their skills in community- and school-based initiatives. The activities are designed to simultaneously foster acceptance and social cohesion among Syrian and Jordanian youth, in turn decreasing tensions between refugees and host communities in Jordan.

About the job
The individual will report directly to Consortium Manager . Your main duties and responsibilities will be:
Providing technical expertise and leadership for Objective 1 of the Programme in order to ensure project objectives are achieved in a manner that meets donor expectations and that is in line with the agreed programme budget and plan.
Leading the overall coordination of youth participation and the civic engagement component and give the strategic directions and management of the core implementation of this programme
Coordinating programmatic, technical, logistical, financial, and administrative management components with the consortium partners involved in Objective 1
Helping to execute the RYSE Coalition s overall vision and strategy to meet short and long-term goals, in partnership with the civic engagement technical partners.
Taking the technical lead in representation and coordination efforts with a variety of stakeholders related to Objective 1 of the programme.
Supervision and support to implement activities within the programme that push the agenda of the consortium and work closely with the technical partners who are leading the youth civic engagement component.
Technical Coordination and Leadership
The core modules/SOPs for Objective One will be developed in close coordination and collaboration with the Consortium Partners. The Consortium Youth Civic Engagement Coordinator will oversee of the development of the core modules.
Lead the RYSE Objective One working group, sending out meeting invites, preparing the agenda, documenting minutes.
Supervise programme planning for Objective 1, and oversee the development of an implementation plan as it fulfils a long-term vision, achieve short-terms goals, and align to strategic priorities.
Oversee implementation of Objective 1 activities and ensure that services are delivered on time, on budget, and in compliance with donor regulations.
Provide leadership to Consortium Partners involved in the implementation of Objective 1, programme plans (including timeframe and deliverables) and evaluation, and assessments, leading to a well-implemented youth civic engagement programme.
Work with the Consortium Partners staff to develop work-plans and follow up with team members regularly to ensure that activities are on track.
Conduct periodic review of annual plans to identify bottlenecks and the ways those bottlenecks could be addressed.
Provide technical assistance and support to Consortium Partners for effective implementation.
Lead update meetings with Consortium Partners for task tracking, execution and reporting.
Build and maintain strong working relationships with partner organizations, coalitions, and key stakeholders, including the Government of Jordan.
Attend management meetings, manage programme budget, and other coordination / administrative tasks.
In coordination with Consortium Coordinator and technical Coordinator s, represent consortium externally with the donor, partners and the wider aid community through clusters and sectoral working groups as relevant;
Lead budgeting process for Objective 1, and provide ongoing oversight, management, and status reporting of the programme budgets to the Consortium Coordinator .
Lead on cost-effective financial management of Objective 1, including development, approval, regular monthly expenditure tracking, accounting, and reporting.
Monitoring, evaluation and reporting
Collaborate with the MEAL Technical Working Group to develop monitoring mechanisms that ensure high-quality levels of implementation for Objective 1.
Monitor programme progress against both programmatic and budgetary targets, making adjustments to programme design Prepare timely and high-quality programme and donor reports on project activities in compliance with donor requirements with partners as necessary ensuring a high quality of programme implementation.
Review and develop quarterly, intermediate and annual programme status reports for Objective 1 required for management and donors, reflecting achievements made, challenges and solutions.
Establish and maintain effective reporting, evaluation, and communication systems for Objective 1. Submit timely accurate and professional reports to the Consortium Coordinator that meet donor requirements.
Identify and mitigate barriers to civic participation for staff and community members across the organization by implementing surveys, creating resources, and sharing materials that promote civic participation and empowerment.
Actively, track program data submitted by Consortium Partners and overall impact to youth participants
Identify opportunities for growth, improvement and innovation, including scaling and deepening the impact of the programme.
