Job Summary

We are seeking an experienced HSE Engineer with 10 years of construction experience to manage health, safety, and environmental compliance on construction projects in Abu Dhabi. The candidate will ensure adherence to company HSE policies, UAE labor law, and Abu Dhabi authority regulations, promoting a safe work environment and minimizing risks on site.


Key Responsibilities

Health, Safety & Environmental Management

  • Develop, implement, and maintain HSE plans and procedures in line with project and corporate requirements
  • Ensure compliance with UAE Labor Law, Abu Dhabi Municipality, ADNOC, and other relevant authorities
  • Conduct site inspections, safety audits, and risk assessments
  • Promote safe work practices and behavioral safety programs

Risk Assessment & Incident Management

  • Perform Job Safety Analysis (JSA), hazard identification, and risk assessments
  • Investigate incidents, near-misses, and accidents; prepare incident reports and corrective action plans
  • Monitor implementation of corrective and preventive actions (CAPA)
  • Maintain HSE records, reports, and KPIs

Training & Awareness

  • Conduct toolbox talks, HSE inductions, and refresher training for site personnel
  • Promote safety awareness campaigns and initiatives on site
  • Ensure subcontractors and vendors comply with HSE requirements

Compliance & Documentation

  • Maintain HSE documentation, permits, checklists, and inspection reports
  • Ensure all work activities comply with ISO 45001, ISO 14001, and local HSE regulations
  • Prepare HSE reports, dashboards, and management updates

Coordination & Meetings

  • Attend project meetings and coordinate HSE matters with Project Management, QA/QC, and site teams
  • Liaise with regulatory authorities, insurance inspectors, and third-party auditors
  • Provide HSE guidance during construction activities and authority inspections

Qualifications & Requirements

Education

  • Bachelor Degree in Occupational Health & Safety, Environmental Engineering, Civil/Construction Engineering, or related discipline

Experience

  • 10 years of HSE experience in construction projects
  • Minimum 5 to 6 years of experience in UAE / Abu Dhabi construction projects
  • Experience in high-rise, commercial, residential, infrastructure, or mixed-use projects

Certifications (Preferred)

  • NEBOSH International General Certificate (IGC) or Diploma
  • OSHA 30/General Industry & Construction Safety
  • First Aid, Fire Safety, and Environmental Management Certifications

Technical Skills

  • Knowledge of UAE labor laws, Abu Dhabi HSE regulations, and Estidama/LEED requirements
  • Proficient in MS Office, HSE software, and reporting tools
  • Ability to conduct risk assessments, audits, and safety inspections

Preferred Candidate Profile

  • Experience working with main contractors, PMC, or consultancy firms in Abu Dhabi
  • Hands-on experience in site safety inspections and authority HSE approvals
  • Ability to train, mentor, and lead HSE teams on multiple projects

Desired Candidate Profile

  • Bachelor's degree in Safety Engineering, Occupational Health, or a related field, with a focus on environmental safety.
  • Certification in Safety Management Systems (e.g., ISO and a professional safety certification (e.g., CSP, CIH) is highly desirable.
  • Proven track record of successfully implementing safety programs that resulted in measurable reductions in incidents.
  • Fluency in English is required; additional languages such as Spanish or Mandarin are a plus for diverse work environments.
  • Strong knowledge of local and international safety regulations, including OSHA standards and industry-specific guidelines.
  • Exceptional analytical skills, with the ability to interpret complex data and provide actionable insights.
  • Strong communication and interpersonal skills to effectively engage with employees at all levels of the organization.
  • Detail-oriented mindset with a proactive approach to identifying and mitigating risks before they escalate.
  • Physical ability to conduct on-site evaluations, including walking through facilities and conducting inspections in various environments.
