Job Description
Roles & Responsibilities
Role & responsibilities
- Ensure compliance with applicable Qatari safety laws/regulations, NSH Qatar policies and international HSE best practices.
- Conduct regular inspections and audits of sites/facilities including workplaces, equipment, materials, and processes to identify potential hazards and unsafe conditions.
- Perform risk assessments, job hazard analyses, and safety reviews (e.g. method statements, Job Safety Analysis (JSA), Permit-to-Work (PTW) systems) before start of activities.
- Lead and coordinate safety training, toolbox talks, inductions, and safety awareness programs for employees, contractors and subcontractors.
- Investigate accidents, incidents, near-misses; compile reports, root-cause analyses, and propose corrective & preventive measures. Ensure prompt implementation of corrective actions.
- Develop, implement, and maintain Site Safety & Health Plans (SSHP) or Project HSE plans, emergency response plans (evacuation, fire safety, first-aid, disaster management), and ensure readiness for emergencies.
- Monitor and enforce use of appropriate Personal Protective Equipment (PPE), safe work procedures, and ensure all safety devices, tools and equipment are properly maintained and certified.
- Maintain safety documentation: incident logs, audit reports, safety checklists, compliance records, permits, training records, safety signage, and submit reports as required to regulatory bodies or management.
- Liaise with project managers, contractors, subcontractors and applicable authorities to ensure HSE compliance, and review/approve subcontractor safety plans.
- Promote continuous improvement in safety culture: identify potential hazards proactively, recommend system or process improvements, and promote a zero-incident mindset.
Desired Candidate Profile
Preferred candidate profile
- Diploma / Bachelors degree in Engineering, Occupational Health & Safety, or relevant discipline.
- Relevant HSE certifications e.g. NEBOSH International General Certificate (IGC), IOSH Working Safely / IOSH or other recognized safety credentials will be advantageous.
- Prior experience (typically 2-5 years for mid-level, more for senior-level) in safety / HSE roles; experience in construction, Oil & Gas, industrial, or large-scale projects in Qatar or GCC preferred.
- Strong knowledge of local regulatory frameworks in Qatar, as well as international safety standards and regulations (e.g. ISO 45001).
- Excellent communication (verbal/written), leadership, organizational, analytical, and report-writing skills.
- Ability to conduct training, coordinate with multidisciplinary teams (management, contractors, workers), and enforce safety compliance effectively.
- Proficiency in maintaining HSE documentation, using MS Office or safety reporting tools.
