About the Job:
PPI s MENA Regional office is based in Cairo, Egypt, managing projects in many countries in the region such as Egypt, Lebanon, Palestine, Tunisia and Jordan. PPI started its operations in Egypt in 2008 in Cairo with a three-year EU funded project and throughout the past decade has worked on different projects primarily with a focus on development finance. Positive Planet International has been shortlisted for an EIB-funded project: 'Technical Assistance Program to Microfinance Facility and actions supporting the financial inclusion of more vulnerable persons in the Southern Neighborhood of the EU'.
The overall objective of this TA operation is to promote responsible financial inclusion of the Southern Neighborhood populations specifically vulnerable populations (youth, unemployed, migrants and refugees) so as to reduce poverty, encourage entrepreneurship and increase stability across the region. The aim is to improve the quantity and quality of financial services on offer to vulnerable final beneficiaries currently unserved or underserved by the traditional financial sector.
The purpose of this TA operation over the course of the 36 months is to contribute towards unemployment reduction and social stability by offering vulnerable populations (e.g. refugees, forcibly displaced people, migrants, youth) in the Southern Neighborhood improved access to a diverse, sustainable and responsible range of financial and non-financial products aimed at encouraging income generation.
Component 1: Support current and/or potential Financial Intermediaries willing to explore the feasibility of expanding activities to more vulnerable persons and in particular to migrants and refugees.
Component 2: Vocational training, economic empowerment and technical support for more vulnerable persons such as youth, unemployed as well as migrants and refugees.
KE 2 works as consultant-trainer/coach and will diagnose the needs of more vulnerable Final Beneficiaries (youth, unemployed as well as migrants and refugees). As such, it is expected that KE 2 will work in close contact with the Financial Intermediaries to identify the best ways to address these needs through the provision of non-financial services.
KE 2 will primarily be in charge of the implementation of the activities under Component 2 and will report to KE1. KE 2 will be in charge of preparing training sessions and/or mobilizing short-term experts to that effect. The knowledge of Arabic is considered essential to deliver effective training to Final Beneficiaries.
Qualification:
• Fluency in spoken and written English and Arabic. Good command of French may be necessary depending on the countries of implementation.
• University degree, preferably in Business Administration, Economics, Finance, Banking, or related field or equivalent professional experience.
• Excellent writing and communication skills.
• Excellent coordination skills and ability to develop partnerships with other donors / actors in the Region.
• Computer literate including ability to use the advanced functions of MS office to create reports and customized spreadsheets for financial analysis and management reporting purposes.
• General Professional Experience:
• In-depth knowledge of MSMEs lending activities; the Expert should have a good understanding of the overall challenges that MSMEs encounter and be able to adapt the business knowledge to local entrepreneurs that may not be financially literate.
• Professional understanding of the management of microfinance institutions and their lending processes to MSMEs.
• Experience of working with refugees and migrants would be considered advantageous.
• Good understanding of barriers to financial inclusion of more vulnerable groups in the Region.
• Specific Professional Experience:
• Five years professional experience and proven track record in organizing and delivering professional bank capacity building and training programs including identifying needs, development of training plans, development of curricula and training materials, organization and delivery of trainings; coaching and mentorship experience.
• Previous experience of developing innovative interactive education platforms (mobile applications etc.) would be an advantage.
• Proven track record of at least five years in developing and/or rolling out non-financial services for microfinance institutions and their clients including delivering training programs to MSMEs, the self-employed and more vulnerable persons to improve financial literacy, financial and/or business management etc.
• Three years of relevant international professional experience in countries of the Region.
