Job Description
Roles & Responsibilities
- Support Director of Estimation in managing estimation team’s deliverables for assigned project in coordination with Project Team and other stakeholders.
- Provide appropriate budget advise to facilitate Development team in establishing Project budgets by creating estimates for large and complex projects to ensure project completion is within estimated budgets.
- Perform cost analysis, manage tasks and deliverables assigned to ensure that resources are managed, and deadlines are met.
- Oversee design changes at each milestone, identify key variances and guide design team through on cost parameter to align design with the allocated budget.
- Set up cost monitoring principles, procedures and reporting systems to facilitate upper management with information on the project status.
- Conduct technical evaluation on Cost Consultancy fee proposal for pre-contractual services and provide feedback to the Commercial department by reviewing cost plan submissions received from Cost Consultant at each design stage to ensure cost estimate capture the latest market trends and reflect the design intent.
- Provide regular feedback and review member’s performance in accordance with their KPIs and objective sets.
- Implement and maintain in-house cost database and benchmarking data from Awarded Contract and Cost Plan developed at each design stage to maintain adherence to business plan.
- Lead projects as assigned by the Line manager; including but not limited to taking fully responsibility and accountability to monitor allocated budget set for each Project at Project Initiation Stage and work in collaboration with other departments within the organization.
- Perform site visits as required.
- Manage resources and provide necessary mentoring and coaching for the assigned Manger within the estimation team and ensuring compliance with policies, procedures, processes and controls of all estimation activities within the Company.
- Keep abreast of market influences and trends and advise how these are likely to affect construction pricing levels and hence the risk of cost escalation that could affect Client budgets.
- Ensure compliance with policies, procedures, processes and controls of procurement at all levels. Prepare and present inputs related to organizational/ departmental/ project budgets to the next reporting line.
Desired Candidate Profile
- Bachelor’s degree in Quantity Surveying/ Civil Engineering
- Qualified member of RICS (preferred)
- Extensive knowledge of best industry practices and standards
- Min 6-8 years of experience with at least 4 years experience in Project Estimation preferably with Consultancy and Master Developer background
- Project Management skills
- Strong working knowledge of construction methods, materials, and equipment
- Thorough understanding of project documents, including specifications, scopes of work, etc.
- Ability to read and interpret blueprints, drawings, and sketches
- Familiarity with computer-aided design (CAD) software
- Stakeholder management to ensure design is aligned with allocated Budget
- Exceptional time management, multitasking skills
- Strong interpersonal skills.
- Management and analytical skills on budget and value management, cost estimation, measurement and quantification
- Ability to closely collaborate with other project teams and stakeholders.
- Update to date with market trends and commercial implication on construction cost
- Management of inhouse cost database based on Contract awarded.
