Roles & Responsibilities


The Key Objectives For This Role Are

  • Lead QA/QC activities across procurement and engineering disciplines including pipeline, civil, structural, electrical, instrumentation, HVAC, and packaged equipment
  • Ensure compliance with project specifications, industry standards, and client expectations
  • Coordinate with vendors, procurement teams, and engineering disciplines to ensure quality and timely delivery
  • Develop and implement inspection and testing plans for procured materials and equipment
  • Provide technical leadership and mentorship to QA/QC teams
  • Oversee documentation, audits, and reporting related to procurement quality
  • Support commissioning and handover activities with a focus on quality assurance

Responsibilities

Key Accountabilities & Responsibilities

  • Possess over 13 years of experience in Procurement Quality Management, with specialization in QA/QC across pipeline, structural, civil, packages, electrical, instrumentation, and HVAC disciplines.
  • Lead the selection and approval of vendors and subcontractors, ensuring full compliance with quality standards and procurement best practices.
  • Oversee procurement quality management processes, ensuring alignment with project specifications, industry standards, and supplier evaluation protocols.
  • Develop and implement inspection and testing plans, ensuring comprehensive quality assessments across all engineering components and systems.
  • Conduct criticality rating assessments to optimize procurement strategies and risk mitigation for key equipment and materials.
  • Supervise vendor and subcontractor inspections, audits, and non-conformance resolution, maintaining strict adherence to QA/QC protocols.
  • Define and monitor Procurement Quality Objectives and KPIs, driving continuous improvement in quality assurance and procurement efficiency.
  • Evaluate vendor and subcontractor performance through detailed analysis, supporting data-driven procurement decisions.
  • Ensure robust document control for procurement activities, maintaining traceability, compliance, and documentation integrity.
  • Conduct technical bid evaluations, resolve technical queries, and manage change requests within procurement and QA/QC operations.
  • Liaise with Third-Party Inspection Agencies, ensuring compliance with applicable regulations and standards across all disciplines.
  • Prepare and present procurement quality performance reports, offering insights for process optimization and strategic improvements.
  • Review and approve vendor and subcontractor documentation, ensuring alignment with project requirements and quality frameworks.
  • Ensure strict compliance with project codes, standards, specifications, and regulatory requirements across all relevant engineering scopes.

Required Qualifications And Experience

  • Bachelor s degree in Mechanical Engineering or a related discipline.
  • Minimum of 13 years of experience in Oil & Gas project design, covering all phases from Conceptual to Detailed Design.
  • At least 5 years in a senior engineering role, leading major Greenfield/Brownfield FEED and Detailed Design projects.
  • Extensive expertise in procurement quality management, including vendor selection, technical bid evaluations, and material compliance for static and rotating equipment.
  • Strong understanding of control systems, including instrumentation and control equipment selection, control loop development, field instrumentation (sensors, transmitters, actuators), and communication protocols (e.g., Modbus, Profibus, Foundation Fieldbus).
  • Proven experience in leading and managing large teams (50+ engineers and designers), ensuring quality control and procurement efficiency.
  • Demonstrated ability to coordinate satellite office teams, maintaining productivity and quality across multiple locations.
  • Proficiency in industry-standard software tools such as InTools, Conval, SPI, 3D Model Review Tools (SPR & Navisworks), and MS Office Suite.
  • Self-motivated, results-driven, and adaptable, with the ability to multitask and perform under tight deadlines in a fast-paced, multidisciplinary environment.
  • Excellent English communication skills, both verbal and written, with the ability to collaborate effectively across diverse, multinational teams.
  • In-depth knowledge of engineering work planning, interdisciplinary coordination, and procurement quality control methodologies.
  • Strong understanding of construction practices and cost economics related to mechanical static and rotating equipment in large-scale projects.
