Job Description
Roles & Responsibilities
- Participate in post-contract administration services across assigned infrastructure projects, ensuring adherence to contractual and organizational requirements.
- Review and certify contractor, consultancy and authority payment applications/invoices and interim/final pay certificates
- Co-ordinate with project teams to manage change control processes, ensuring the timely delivery and accurate documentation of change management deliverables such as Requests for Change (RFC), Employer Instructions (EI), and related financial controls.
- Evaluate and negotiate variations, change orders, and new rate submissions including benchmarked analysis.
- Support clients with claims analysis, including Extension of Time (EOT) claims, cost evaluations, and comprehensive commercial assessments.
- Maintain and update payment logs, variation logs, and claims logs, ensuring compliance with contractual and financial requirements.
- Draft and review contractual correspondence and financial reports providing clear recommendations to support effective decision-making and risk management.
- Ensure the submissions are in compliance with Delegation Authorities (DOA), process/ Policies, standard forms, contract conditions and Standard methods of measurement and other relevant standards
- Verify and monitor financial guarantees, including performance securities, advance payment guarantees, and other contractual bonds, ensuring alignment with contract requirements and internal directives.
- Ensure that all applicable insurances are obtained and valid all the time during the course of project cycle as per the contract requirement/s
- Support the execution of risk management, value engineering, and cost control activities by evaluating quotations and ensuring alignment with company objectives.
- Manage the project closeouts, warrantees, guarantees, Taking-Over Certificates (TOCs), Defects Liability Certificates (DLCs), and performance certificates.
- Co-ordinate with cross-functional teams—including vendors, design and development, project delivery, estimation, and finance—to gather information and deliver accurate commercial services.
- Draft commercial / contractual correspondence and financial reports and liaise with relevant departments, ensuring compliance and securing necessary departmental approvals.
- Prepare and present detailed cost reports, accruals, and cash flow forecasts to support informed decision-making, strengthen cost control measures, and ensure transparency and accountability in project management.
- Stay updated on industry trends, regulations, and best practices to proactively integrate market insights and compliance requirements into project and commercial management activities.
Desired Candidate Profile
- Bachelor’s degree / Post Graduate degree in quantity surveying/ Civil Engineering, or related field.
- Chartered MRICS (Member of the Royal Institute of Chartered Surveyors) qualification - preferable.
- Minimum 3-5+ years of relevant experience in Quantity Surveying.
- Experience in a consultancy or construction environment is highly desirable
- Proficiency in relevant software, such as AutoCAD, Excel, and Oracle tendering platform / Quantity Surveying Software (e.g., CostX), cost reporting, variation assessment, and contract drafting
- Strong command of FIDIC conditions of contracts, Commercial Management, cost control including awareness of FIDIC conditions and Civil Engineering Standard Method of Measurement – CESSM
- A high level of accuracy and attention to detail.
- The ability to work well under pressure and tight deadlines.
- Flexibility and adaptability to changing project requirements.
- Strong stakeholder management capabilities
