Job Description

Roles & Responsibilities

Zutari is seeking a Senior Utilities Engineer/NOC Engineer with proven experience working on major infrastructure or development projects in Abu Dhabi. The ideal candidate will have strong technical knowledge of utility coordination, NOC approvals, and local authority processes (ADM, ADDC, ADSSC, Etisalat, Du, etc.).

This role will involve liaising with government authorities, service providers, and contractors to facilitate utility design reviews, approvals, relocations, and construction activities, ensuring compliance with regulatory and project requirements.

Responsibilities:

  • Coordinate utility design approvals and NOCs with relevant authorities (e.g., ADM, ADDC, ADSSC, Etisalat, Du, Civil Defence).
  • Prepare and submit NOC packages, including all required documentation, drawings, and technical data.
  • Track and follow up on submission statuses to ensure timely approvals and avoid project delays.
  • Review utility interface designs to identify potential clashes and propose mitigation measures.
  • Liaise with design consultants, contractors, and government entities to facilitate utility diversions or relocations as required.
  • Support the construction team with utility site coordination, including inspection requests and handovers.
  • Maintain accurate logs and records of all utility-related correspondence, approvals, and changes.
  • Ensure all works comply with Abu Dhabi standards, regulations, and authority guidelines.
  • Support in resolving utility-related conflicts and assist in the development of mitigation plans.
  • Provide regular updates and reports to the Utilities Lead and Project Manager.

Requirements:

  • Bachelor s degree in civil engineering, Electrical Engineering, or related field.
  • 10+ years of relevant experience, with at least 3 years in Abu Dhabi on infrastructure or urban development projects.
  • Strong knowledge of Abu Dhabi authority processes and standards (ADSSC, ADDC, Etisalat, etc.).
  • Proven experience with NOC submission and follow-up procedures.
  • Familiarity with utility design principles (wet and dry utilities), relocation, and protection requirements.
  • Proficient in AutoCAD, MS Office, and document management systems.
  • Strong organizational and communication skills, with the ability to coordinate across multiple stakeholders.
  • Valid UAE driving license
  • Prior work on government, mega infrastructure, or mixed-use development projects in Abu Dhabi
  • Familiarity with ADEC, ADM, DOT, and UPC submission portals and workflows.

Desired Candidate Profile
