Job Title
Supervisor - Monitoring & Compliance

Job Purpose

Develop a comprehensive legal and regulatory framework related to the Petroleum Products Market for Dubai in line with the objectives of the Supreme Council of Energy.
Develop an appropriate Technical & Administrative implementation action plan. Monitor implementation of the action plan and compliance of all legislation and the above regulatory framework to ensure that ENOC s interests are protected at all times, whilst a healthy pipeline of sustainable growth is maintained in the long term.
Principal Accountabilities
Supervision
Plan, supervise and coordinate all activities in the section to meet functional and team objectives
Implement all Human Resources Management processes like Recruitment, Reward Management, Performance Management, Learning and Development, etc. to keep employees in the section fully motivated to achieve the Company objectives
Policies, Processes, Systems, Procedures, and Controls
Implement approved section policies, processes, systems, standards and procedures in order to support execution of the Section s work programs in line with Company and International standards
Budgets and Work Plans
Provide inputs to the Department Manager for the development of Budgets and Work plans for the section
Allocate manpower resources to the assignment and develop schedules in order to deliver the Section objectives
Performance Management
Contribute to the development of the Department s KPI s and ensure proper cascade of the Performance objectives within the Section and delivery of these objectives and promote a performance driven culture
Contribute to the achievement of the approved Performance Objectives for the Section and achieve personal objectives in line with the Performance Management framework
Risk Management
Comply with the requirements of the Integrated Enterprise Risk Management System relevant to domain risks and implement measures to mitigate all identified risks from a Department perspective
Innovation and Continuous Improvement
Design and implement new tools and techniques to improve the quality and efficiency of operational processes, procedures and services
Identify and recommend improvements in internal processes against best practices in pursuit of greater efficiency and productivity
Reports
Provide inputs to enable the Manager Trade Monitoring and Compliance to prepare weekly and monthly reports for the section to report progress on compliance with SLA s
Trade Monitoring
Proactively assist the Manager Trade Monitoring & Compliance in monitoring trade practices within the petroleum sector 24/7 to ensure standard, quality and compliance to ENOC policies & Legal regulations
Field Visits
Supervise all field efforts to exercise vigilance and constant monitoring of illegal/subversive trade of petroleum products and unfair practices within the industry, to promote prevention and minimization thereof
Data Collection
Supervise the collection of data which will enable the Manager Trade Monitoring & Compliance to develop recommendations for ENOC Segments (Retail, CIS, Terminals and STP) on trade standards and policies ensuring competition is fair and legal in a regulated market
Awareness Campaigns
Develop the campaign materials needed to conduct awareness campaigns throughout regulatory units to promote increased understanding of the importance and benefits of compliance and the negative effects of violations
Intra- Department Collaboration
Collaborate interactively with the Supervisor Trade Compliance to meet all section objectives comprehensively as a team
Additional Principal Accountabilities
Experience
Knowledge and Qualifications : Professional Degree or Diploma in Petroleum Engineering with knowledge of laws and regulations related to Petroleum Trade Monitoring and Compliance
Job Skills: Supervisory skills, good communication skills, good interpersonal skills, Good computer skills for the job.
Competencies : Attention to detail, Analytical thinking, Problem solving skills, Concern for quality and productivity, Flexibility, Vigilance, willingness to learn on the job.
Experience :
6 to 8 years of relevant professional experience with 3 years of related experience
